Scope of Project

VDOT is seeking a detail-oriented Data Analyst to support its IT FinOps team. The role analyzes, models, and forecasts financial data for Azure cloud services and on-premises data center workloads. The analyst will combine financial and data analysis skills to support strategic decision-making and cost optimization.

Responsibilities

• Analyze IT financial data across Azure and VITA environments, including consumption, billing, and chargeback models.
• Develop and maintain Power BI dashboards and reports for cost trends, server migration impacts, and workload optimization.
• Perform monthly and annual spending variance analysis to identify anomalies and savings opportunities.
• Maintain and improve datasets from Apptio, Azure Portal, and SharePoint.
• Document financial reporting and analysis processes.
• Collaborate with cloud, Infrastructure and Operations (I&O), and finance teams to align cost models with operational needs.
• Model server cost scenarios and forecast reserved capacity requirements to support Azure migration planning.
• Provide insights into cost drivers and utilization patterns to support FinOps strategy.

Required Skills

• Bachelor’s degree in Finance, Data Analytics, Information Systems, or a related field.
• 6 years of advanced Power BI experience, including Power Query, DAX, advanced Excel, and data visualization.
• 5 years of data modeling and manipulation across multiple heterogeneous data sources.
• 5 years of familiarity with Azure Cost Management, Apptio, and cloud billing structures.
• 5 years of experience with server migration strategies and workload cost modeling.
• 5 years of experience translating technical data into insights for technical teams and managers.
• 4 years of independent analysis of complex financial data and development of actionable recommendations.
• 6 years of independently updating Power BI data, running queries, and managing and analyzing datasets.
• 4 years of translating complex data into clear, actionable information for leadership.

Preferred Skills

• FinOps certification or training.
• Experience with Azure Reserved Instances and Just-In-Time (JIT) capacity planning.
• Knowledge of enterprise architecture and strategic IT planning frameworks.
