INTRODUCTION:

The Tampa Hillsborough Homeless Initiative (THHI) is seeking a full-time Accounting Manager to keep THHI's finances accurate, compliant, and audit-ready. Reporting to the Director of Finance, the Accounting Manager maintains the organization's financial records, processes subrecipient and vendor payments, manages payroll, and leads audit preparation. This position works closely with the Director of Finance, Contract Managers, and partner agencies to support THHI's mission of making homelessness rare, brief, and non-recurring in Tampa-Hillsborough County.

THHI is the Lead Agency, HMIS Lead Agency, and Collaborative Applicant for the Tampa/Hillsborough County Continuum of Care (FL-501). THHI does not provide direct services. It manages federal, state, and local grants, including HUD Continuum of Care funds, and passes some of that funding to partner agencies under subrecipient agreements. The Accounting Manager makes sure those funds are spent, recorded, and reported in line with 2 CFR 200 and each funder's requirements.

The ideal candidate is organized, detail-oriented, and comfortable owning deadlines. They communicate clearly in writing and in person, can explain financial information to THHI staff, partner agencies, and the Board, and handle confidential matters with good judgment. They work well on a team, solve problems independently, and can manage several time-sensitive priorities at once in a small, fast-paced office. Strong skills in Microsoft Office, accounting software, and database systems are required.

In reporting to the Director of Finance, the roles and responsibilities of the Accounting Manager will be:

Grant Accounting and Compliance

  • Maintain grant accounting for all public and private awards, including budget-to-actual tracking by grant, fund, and cost category.
  • Prepare federal drawdowns and reimbursement requests, including through HUD eLOCCS, and reconcile all draws to the general ledger.
  • Review subrecipient invoices against approved budgets and agreement terms, confirm costs are allowable, allocable, and supported, and process them for payment.
  • Prepare the financial sections of funder reports and grant closeouts and meet each funder's reporting deadlines.
  • Apply 2 CFR 200 (Uniform Guidance) cost principles and maintain THHI's cost allocation plan and indirect cost method.
  • Prepare budgets and financial attachments for local, state, and federal grant applications.

Month-End Close and Financial Reporting

  • Own the monthly close, including journal entries, accruals, account reconciliations, and general ledger review.
  • Prepare monthly financial statements and variance reports for the Director of Finance, CEO, COO, and Board of Directors.
  • Maintain the chart of accounts and fund and grant coding so financial data can be reported by funder and program.
  • Keep financial records in accordance with GAAP, including nonprofit reporting standards (FASB ASC 958).

Audit and Tax

  • Serve as the day-to-day contact for the annual financial audit and Single Audit, including preparing audit schedules, the Schedule of Expenditures of Federal Awards (SEFA), and supporting documentation.
  • Track and resolve audit findings and management letter comments.
  • Prepare financial information for the annual Form 990 and other required filings.

Budgeting and Financial Planning

  • Lead preparation of the annual operating budget and grant budgets with the Director of Finance and program staff.
  • Monitor spending against budget and raise concerns early, such as underspending, overspending, or costs that may be unallowable.
  • Prepare cash flow forecasts and support multi-year financial planning.

Banking and Cash Management

  • Manage ACH payments, bank and credit card reconciliations, and treasury platform activity within established approval limits.
  • Monitor THHI's cash position and time grant reimbursement requests to meet cash needs.

Payroll and Benefits

  • Process payroll accurately and on time and allocate salaries and wages to grants based on documented time and effort.
  • Reconcile payroll liabilities, benefit deductions, and retirement plan contributions.
  • Work with Human Resources on new-hire payroll and benefits setup, including required background check documentation.

Internal Controls, Systems, and Operations

  • Maintain and improve written finance policies and internal controls, including segregation of duties and approval workflows.
  • Lead the implementation of, or transition to, a new accounting system such as QuickBooks Online, including data migration, setup, and staff training.
  • Track insurance policies, contracts, and agreements for renewal and compliance deadlines.
  • Serve as the main contact for staff, vendors, and partner agencies on routine finance questions, including sensitive or confidential matters.

Fundraising Revenue

  • Record and reconcile donations received through online and other fundraising platforms.
  • Track donor restrictions and record releases from restriction.

Team Leadership

  • Supervise and train finance staff, as assigned, and set clear procedures and documentation standards.
  • Cross-train with the Director of Finance so key finance functions continue without interruption.
  • Perform other duties as assigned.

Knowledge, Skills, and Abilities

  • Strong organizational skills that reflect the ability to perform and prioritize multiple tasks seamlessly with excellent attention to detail.
  • Strategic thinker with exceptional analytical skills.
  • Basic understanding of accounting and bookkeeping principles.
  • Strong data entry and recordkeeping skills.
  • Ability to communicate professionally, both orally and in writing.
  • Ability to work independently and as part of a team.
  • Demonstrated ability to build and maintain relationships with diverse stakeholders, including funders, government agencies, and community partners.
  • Proficient in financial software and systems, with advanced knowledge of Excel.
  • Demonstrated proactive approaches to problem-solving with strong decision-making capability.
  • Proven ability to handle confidential information with discretion, be adaptable to various competing demands, and demonstrate the highest level of customer/client service and response.
  • Demonstrated ability to achieve high-performance goals and meet deadlines in a fast-paced environment.

MINIMUM QUALIFICATIONS:

A Bachelor's degree in Accounting, Finance, or a related field, and at least five (5) years of progressive accounting experience, including at least two (2) years of nonprofit or governmental accounting that involved federal grants. Documentation of academic achievement, applicable licenses, and/or certifications must be submitted by the time of the oral interview.
