Job Description and Duties

T****his is a re-advertisement. Applicants who previously applied under JC-522620 do not need to reapply, as your application remains under consideration.

The Emergency Management Systems Unit (EMSU) is looking for a highly analytical and skilled writer with a commitment to public service to join our team as an Analyst II. EMSU leads several of California’s most critical emergency management programs, helping shape the policies and systems that support statewide preparedness and response.

As part of the team, you’ll contribute to high-impact initiatives, including developing after-action reports, managing the Standard Emergency Management System and integrating the National Incident Management System, and advancing programs such as the Emergency Management Accreditation Program.

Are you energized by fast-paced, dynamic work and ready to make a meaningful impact? As an Analyst II, you’ll take ownership of your workload, balancing routine responsibilities with time-sensitive assignments that keep each day engaging. You’ll bring your attention to detail to the forefront as you review technical and legal documents, ensuring alignment with legal, regulatory, and internal requirements.

In this role, you'll shape policies and procedures, provide thoughtful recommendations on program operations, and advise leadership on potential impacts. Strong communication skills are essential, as you translate complex information into clear, well-crafted written and verbal presentations that support informed decision-making.

You’ll work extensively with Microsoft Word, Excel, PowerPoint, and database applications, so technical proficiency is key. We’re looking for a proactive professional with strong project management skills, someone who can lead tasks forward with confidence. If you're a skilled writer, researcher, and critical thinker with excellent interpersonal skills, this could be the perfect fit!

You will find additional information about the job in the Duty Statement.
