Application Development Expert

SBD is hiring an Application Development Expert for an Agile team supporting a Maryland state public safety agency. Working with the Application Architect, you will build the public-facing application forms and internal processing for the agency's licensing and permit programs as it moves from AngularJS to Angular. That includes status tracking, notifications, digital credentials, reporting and audit tools. You will be the team's go-to technical expert from first sprint to production support. This is a full-time on-site role; no telework is expected for at least the first 6 months. Expected start is late January 2027, after the agency's background check.

What you'll do

• Develop enterprise applications and custom integrations, including major enhancements, interfaces, functions and features
• Build complex, business-critical software using sound engineering practices within an Agile team
• Help resolve difficult production support problems
• Apply current development methods consistently and mentor others on them
• Act as an internal consultant, advocate and change agent for the client

Required qualifications

• Bachelor's degree in computer science, information systems or a related field, or equivalent work experience
• 7+ years of IT software development using AngularJS, at least 5 of them on law enforcement systems
• In-depth knowledge of modern programming languages and object-oriented design, coding, testing and debugging
• Must pass a criminal background check, including fingerprinting
• U.S. work authorization

Preferred qualifications

• Experience migrating applications from AngularJS (1.x) to Angular (2+)
• Microsoft SQL Server and SQL Server Reporting Services (SSRS)
• Experience building systems that handle PII and CJIS data
• Familiarity with Maryland regulated firearm and handgun permitting laws
• Preferred certifications (not required): CJIS Security Awareness (Level 3 or 4), Microsoft Certified: Azure Developer Associate, Certified Scrum Developer (CSD)

Pay: $59.00 per hour
