Job Advert to Area Manager

Job Summary

The Area Manager is responsible for leading and managing FTTH rollout, construction and maintenance activities within the assigned region, ensuring timely project delivery, cost efficiency, quality assurance and compliance with safety standards. The role coordinates construction teams, subcontractors, materials and equipment, oversees surveys and design reviews, manages stakeholder relationships and regulatory approvals, monitors project progress and resolves implementation issues. It also ensures workforce development, subcontractor performance and proper project documentation, testing and handover.

Job Type: Contract/Full Time

Location: Lagos

Job Responsibilities:

  • Lead and manage the rollout, construction and maintenance of FTTH — fiber optic cable, pole lines, ducts, manholes, aerial.
  • Develop construction plans and schedules; allocate work crews, subcontractors, materials and equipment to ensure project milestones, quality and delivery targets are met on time.
  • Supervise route surveys and site surveys; review and validate design plans, construction drawings and Bill of Quantities (BOQ) before start of works.
  • Enforce quality control throughout the construction chain — cable laying, splicing, termination, testing and acceptance — in line with customer (operator) specifications and industry standards.
  • Ensure work site safety and EHS compliance, strictly adhering to Nigerian construction, telecom and environmental protection regulations; conduct regular site inspections and toolbox talks.
  • Manage project cost and budget control; coordinate material procurement, distribution and inventory control at regional depots and warehouses.
  • Liaise with government authorities, local communities, land owners and telecommunication operators; handle wayleave negotiation, right-of-way, community engagement and relevant permit applications.
  • Monitor construction progress and prepare regular progress reports for project/regional management; promptly resolve site issues, escalations and emergencies, including network fault restoration and troubleshooting activities.
  • Train, develop and performance-manage local engineering and construction staff; build a capable local workforce, promote knowledge transfer, and manage subcontractor performance and contractual obligations.
  • Maintain complete project documentation, as-built records and handover packages to ensure smooth project closure and customer acceptance.

Requirements:

  • Bachelor's degree or above in Telecommunications, Electrical/Civil Engineering or a related field.
  • At least 5 years of hands-on experience in OSP engineering, construction and project management; experience in Nigeria or other African countries is a strong plus.
  • Thorough knowledge of OSP construction methods and processes — aerial (pole line), underground (duct & manhole), direct burial, and fiber optic cabling standards.
  • Proficiency in fiber optic testing and measurement tools such as OTDR, optical power meters and fusion splicers, together with solid fault-diagnosis and troubleshooting skills.
  • Familiarity with Nigerian telecom construction norms, EHS requirements and applicable laws; proven ability to secure permits, wayleaves and community consent.
  • Strong capability in managing teams, subcontractors and multiple concurrent sites, with comprehensive planning, budgeting, scheduling and risk-management skills.
  • Fluent in English (as the working language) with excellent verbal and written communication; ability to communicate in local languages (Hausa, Yoruba, Igbo) is an advantage.
  • Excellent negotiation and cross-cultural cooperation skills for coordinating with operators, local communities and government agencies.
  • Willing to travel frequently and work in challenging field environments across various regions in Nigeria.
  • Proficient in Office and common project management tools.
