Assistant General Manager

Role & responsibilities

1. Tender Identification & Business Opportunities

• Identify and evaluate new tender opportunities in Civil and Infrastructure projects.
• Monitor tenders from Government, PSUs, Private Clients, and Infrastructure agencies.
• Develop a strong pipeline of potential business opportunities.
• Conduct bid/no-bid analysis based on project feasibility, eligibility, risk, and business strategy.

2. End-to-End Tender Management

• Lead the complete tendering process from tender identification to final submission.
• Review tender documents, drawings, BOQ, specifications, and contractual conditions.
• Prepare the tender execution plan and ensure timely completion of all bid activities.
• Ensure compliance with technical, commercial, and statutory requirements.

3. Technical Bid Management

• Lead the preparation and review of technical proposals.
• Coordinate with Engineering, Design, Planning, and Project teams for technical inputs.
• Review methodology, construction schedules, resource deployment plans, and execution strategies.
• Ensure all technical requirements and client specifications are adequately addressed.

4. Estimation & Costing

• Review project quantities, BOQ, and cost estimates.
• Coordinate with Procurement and Project teams for material, equipment, and subcontractor costs.
• Ensure accurate estimation of manpower, machinery, material, and construction costs.
• Review pricing strategies to ensure competitiveness and profitability.

5. Commercial & Contractual Review

• Review commercial terms and conditions of tenders.
• Identify contractual risks, liabilities, penalties, and critical obligations.
• Coordinate with Legal, Finance, Commercial, and Management teams for risk assessment.
• Support preparation of deviations, clarifications, and commercial proposals.

6. Bid Strategy & Management Review

• Develop project-specific bid strategies.
• Present key opportunities, risks, costing, and profitability to senior management.
• Lead internal bid review meetings.
• Ensure management approvals are obtained before tender submission.

7. Pre-Bid & Client Coordination

• Participate in pre-bid meetings and client discussions.
• Prepare and submit technical and commercial queries.
• Track amendments, corrigenda, and clarifications issued by clients.
• Build professional relationships with clients and relevant stakeholders.

8. Post-Tender Activities

• Coordinate for technical and commercial clarifications.
• Support negotiations with clients.
• Assist management during finalization of contracts.
• Ensure proper handover of awarded projects to the execution team.

9. Team Leadership

• Lead and mentor the Tendering and Estimation team.
• Allocate responsibilities and monitor tender submission timelines.
• Develop systems, templates, and standard operating procedures for efficient tender management.
• Build a high-performance and accountable tendering culture.

10. MIS & Process Improvement

• Maintain a tender pipeline and bid status tracker.
• Prepare regular MIS for senior management.
• Analyze win/loss ratios and identify areas for improvement.
• Implement process improvements to enhance bid quality and turnaround time.

Qualifications

• B.E./B.Tech in Civil Engineering.
• MBA/PG Diploma in Project Management, Construction Management, or Business Management will be an added advantage.

Experience

• 1218 years of relevant experience in Civil Tendering, Estimation, and Bid Management.
