Are you an experienced HR professional who enjoys taking ownership, solving practical problems and working closely with people across the business?

Vac-Tech Engineering provides specialised industrial, environmental and waste management services to Singapore’s process and industrial sectors. We are looking for a hands-on Assistant HR Manager to strengthen our HR team and support our workforce and business needs.

About the role

Reporting to the HR Manager, you will manage key HR functions, guide the HR team and provide practical advice to managers and employees. You should be comfortable handling daily HR operations and more complex employee matters, with the judgement to work independently and escalate issues appropriately.

Key responsibilities

• HR operations and payroll: Manage payroll, attendance, overtime, allowances, benefits and statutory submissions, ensuring accuracy and timely completion.
• Recruitment and employee lifecycle: Work with hiring managers on recruitment, selection, onboarding, confirmation, transfers, promotions and offboarding.
• Foreign manpower administration: Oversee work pass applications, renewals and cancellations, and related foreign worker matters.
• Employee relations: Handle grievances, attendance concerns, performance issues and disciplinary cases. Conduct fact-finding and prepare clear, objective documentation.
• Employment compliance: Monitor relevant requirements and translate changes into practical policies, procedures and employee communications.
• Team supervision: Review work quality, coach HR team members and strengthen cross-training and backup coverage.
• HR projects: Lead or support policy reviews, HR systems improvements, digitalisation and organisational initiatives.
• HR data and reporting: Prepare workforce reports and management updates while maintaining confidentiality and appropriate personal data safeguards.
• Provide coverage for agreed responsibilities during the HR Manager’s absence and support overseas HR matters where required.

Requirements

• At least 5 years of relevant HR generalist experience , covering payroll, recruitment, employee relations and HR operations.
• Hands-on experience managing payroll independently.
• Practical knowledge of Singapore employment requirements, MOM regulations and work pass administration.
• Experience guiding, coaching or supervising HR team members.
• Ability to handle employee matters independently and provide clear, practical advice.
• Strong writing, organisational and problem-solving skills.
• Sound judgement, integrity and respect for confidentiality.
• Ability to manage competing priorities and meet deadlines with minimal supervision.

Experience supporting a sizeable foreign worker population or working in engineering, process services, environmental services, manufacturing, logistics or construction will be an advantage. Familiarity with WhyzeHR or a similar HR and payroll system is also welcome.
