Assistant Manager - Engineering Department

About the role

Assist the project company's management in providing technical input for concession agreements, feasibility studies, environmental impact assessments (EIA), safety assessments, and other preliminary-phase tasks, and coordinate internal and external communications. Support the processing of permits and licenses, including land certificates, construction planning permits, and construction permits, as well as their amendments. Coordinate and oversee all off-site municipal utility works (e.g., power grid connection, access roads, water intake, gas, and telecommunications) in terms of technical liaison, design interface, construction boundary management, and administrative approval coordination.

Key responsibilities

• Assist the project company's management in providing technical input for concession agreements, feasibility studies, environmental impact assessments (EIA), safety assessments, and other preliminary-phase tasks, and coordinate internal and external communications
• Support the processing of permits and licenses, including land certificates, construction planning permits, and construction permits, as well as their amendments
• Coordinate and oversee all off-site municipal utility works (e.g., power grid connection, access roads, water intake, gas, and telecommunications) in terms of technical liaison, design interface, construction boundary management, and administrative approval coordination
• Participate in technical bid clarifications and negotiations during the procurement and construction phases, and provide technical bid evaluation opinions
• Lead the engineering department's discipline engineers to supervise safety, quality, and schedule management during construction
• Manage day-to-day site operations and participate in the commissioning phase of the project

About you

• Bachelor's degree or above
• At least 5 years of experience in project management or equivalent roles
• Thorough knowledge of Malaysian construction laws and regulations
• Experience in thermal power or waste-to-energy incineration is preferred
• Full-cycle EPC project management experience (including design, permitting, construction, and handover) is preferred
