The successful candidate will lead the Recruitment Officer, work closely with Operations and store managers, and partner with the HR Manager to ensure recruitment plans support business growth and operational needs.

Key Responsibilities

  1. Recruitment Strategy & Manpower Planning
  • Develop and manage monthly recruitment plans by brand, position and store based on approved manpower requirements.
  • Prioritise urgent vacancies and develop action plans to address staffing shortages across existing stores.
  • Coordinate recruitment timelines and manpower requirements for new store openings.
  • Maintain an active candidate pipeline to support ongoing recruitment needs and future business expansion.
  • Work with the HR Manager to review recruitment priorities, manpower plans and hiring strategies.
  1. High-Volume Recruitment & Hiring Execution
  • Lead end-to-end recruitment activities for store and Head Office positions as assigned.
  • Manage high-volume hiring for restaurant, beverage and bakery operations.
  • Lead recruitment for critical and hard-to-fill positions when required.
  • Coordinate candidate screening, interviews, selection and job offers with hiring managers.
  • Monitor recruitment progress and follow up with relevant stakeholders to ensure vacancies are filled within agreed timelines.
  • Ensure a smooth and timely hiring process for both replacement positions and new store openings.
  1. Recruitment Channels & Candidate Sourcing
  • Manage and optimise recruitment channels, including job boards, candidate databases, job fairs, walk-in recruitment campaigns and employee referral programmes.
  • Evaluate the effectiveness of recruitment channels and recommend improvements to increase candidate quality and hiring efficiency.
  • Develop sourcing strategies for high-demand positions and locations with recruitment challenges.
  • Build relationships with recruitment agencies, job platforms and other external recruitment partners.
  • Maintain an organised candidate database for future hiring needs.
  1. Recruitment Analytics & Reporting
  • Prepare and maintain recruitment reports and dashboards to monitor hiring progress across brands and stores.
  • Analyse recruitment data to identify hiring delays, sourcing challenges and opportunities for improvement.
  • Track vacancy status, recruitment pipeline, candidate conversion and hiring trends.
  • Provide data-driven recommendations to the HR Manager and relevant stakeholders.
  • Use Microsoft Excel, Google Sheets and recruitment systems to improve reporting accuracy and recruitment visibility.
  1. Recruitment Budget & Process Improvement
  • Manage recruitment advertising and agency expenses within the approved budget.
  • Monitor recruitment costs and identify opportunities to improve cost efficiency.
  • Develop, standardise and maintain recruitment SOPs, guidelines and workflows across all brands.
  • Improve recruitment turnaround time, candidate experience and coordination between HR and Operations.
  • Ensure recruitment activities follow company policies and applicable labour laws.
  • Identify opportunities to streamline recruitment administration and improve the overall hiring process.
  1. Team Leadership & Stakeholder Collaboration
  • Lead, coach and develop the Recruitment Officer to achieve recruitment targets and maintain service standards.
  • Allocate recruitment responsibilities according to business priorities and team capacity.
  • Monitor team workload, recruitment progress and individual performance.
  • Work closely with Operations, Area Managers and store managers to align hiring plans with operational requirements.
  • Collaborate with the HR Manager on recruitment strategy, workforce planning and continuous improvement initiatives.

Qualifications

  • Bachelor's degree in Human Resources Management, Psychology, Business Administration or a related field.
  • At least 5 years of recruitment experience, including at least 2 years in a team leadership, supervisory or recruitment management role.
  • Proven experience in high-volume recruitment, preferably in F&B, retail, hospitality or multi-branch businesses.
  • Experience managing recruitment for multiple brands, locations or business units is highly preferred.
  • Experience supporting new store openings or large-scale manpower expansion is a strong advantage.
  • Strong knowledge of end-to-end recruitment, candidate sourcing, interview coordination, selection processes and offer management.
  • Strong planning and prioritisation skills, with the ability to manage multiple vacancies and urgent hiring requirements simultaneously.
  • Good analytical skills and proficiency in Microsoft Excel or Google Sheets; experience with recruitment dashboards or Applicant Tracking Systems (ATS) is an advantage.
  • Experience managing recruitment budgets, job advertising and recruitment agencies.
