Associate Director (public-sector)

• Lead the full project lifecycle from feasibility, design, procurement, and construction through to commissioning and project closeout.
• Administer contracts, particularly PSSCOC contracts, ensuring compliance while protecting the client's legal and commercial interests.
• Represent the client in contractual matters involving main contractors, consultants, and relevant authorities.
• Oversee project planning, scheduling, cost control, and risk management.
• Manage claims, variations, Extensions of Time (EOT), and final accounts.
• Lead procurement and tender processes, including tender evaluation, recommendations, and contract awards.
• Provide leadership and mentorship to junior project and contract management team members.
• Engage with senior stakeholders and provide regular executive-level project updates and reports.
• Ensure projects are delivered on schedule, within budget, and in accordance with the required quality standards.

Requirements

• Degree in Quantity Surveying, Building, Construction Management, Civil Engineering, or a related discipline.

• APQS (Accredited Professional Quantity Surveyor) and RICS (Royal Institution of Chartered Surveyors) accreditation are required.

• Strong knowledge and proven experience in PSSCOC contracts and Singapore government procurement procedures.

• Experience in civil and infrastructure projects

• Strong project management and planning capabilities

• Experience working with government agencies, statutory boards, or major infrastructure developers.

• Proficiency in project management software such as Primavera or MS Project.
