What they need

Your Role

The Procurement and Cost Estimator supports commercial construction preconstruction through supplier pricing, cost estimates, and value engineering. Within the Vendor Management Office, this role works daily with the Vendor Relations Coordinator to connect vendor pricing, job cost models, and field execution. Collaboration with owners, designers, subcontractors, and internal teams helps establish clear scopes, reliable budgets, and informed pricing decisions before work begins and as projects change.

Duties and Responsibilities

  • Develop reliable cost estimates: Evaluate task orders, operational specifications, commercial terms, field service requests, scope briefs, and subcontractor proposals. Break down equipment, labor, and third-party vendor requirements across active sites.  Under supervision, assist in compiling basic project cost sheets from operational specs and site service briefs. Extract line-item equipment, labor, hauling, and temporary site service quantities to establish baseline estimate worksheets.
  • Source and negotiate pricing: Solicit, compile, and evaluate competitive vendor and subcontractor quotes and rate sheets. Solicit, track, and log competitive quote submissions and rate sheets from third-party vendors and trade subcontractors using standardized RFQ templates. Compile side-by-side bid comparison sheets evaluating unit pricing, delivery fees, and exclusions for review. Develop productive vendor and contractor relationships and assist the Vendor Relations Manager with regional spend consolidation opportunities.
  • Validate scopes and compare bids: Review vendor proposals against task orders and field service briefs to verify line-item coverage and identify obvious omissions or surcharges. Coordinate with field Superintendents and Project Managers under direction to confirm basic equipment, container, and hauling delivery schedules prior to committing orders.
  • Maintain pricing and compliance coordination: Accurately input vetted unit prices, equipment rates, and service fees into the Master Vendor Matrix and internal estimating databases. Partner daily with the Vendor Relations Coordinator to ensure vendor pricing commitments are only logged for suppliers cleared through compliance gating (W-9, COI, signed MSA).
  • Analyze costs and protect margins: Perform baseline job-cost tracking by logging purchase orders, work authorizations, and unit pricing into tracking logs. Conduct initial quote-to-invoice comparisons on completed task orders, flagging pricing discrepancies, unapproved fees (fuel, delivery, standby), or rate variances for VRM escalation. Participate in estimate reviews with preconstruction and operations teams.
  • Support proposals and preconstruction: Help prepare bid packages, proposals, scope narratives, assumptions, and pricing breakdowns.  Assist in assembling bid packet attachments, quote backups, and line-item schedules for customer proposals. Participate in pre-bid meetings, site walks, and internal estimate review sessions to take detailed notes on operational assumptions, scope limits, and vendor questions.
  • Support project handoff and changes: Communicate estimate assumptions, scope details, and risks during the transition to operations. Assist with pricing, change orders, and scope revisions during construction.

What Success Looks Like

  • Estimates and bid comparisons clearly document scope, pricing, assumptions, and risks.
  • Vendor pricing is current, supported, and coordinated with qualification records.
  • Cost variances and margin risks are identified and communicated promptly.
  • Operations receives clear estimate handoffs and timely pricing support for changes.

Our Core Values in Action

Our core values guide how we develop estimates, work with suppliers, and protect project resources.

  • Trust: Provide dependable estimates, document assumptions, and communicate pricing changes early so project teams can make informed decisions.
  • Relationships: Build productive connections with vendors, owners, designers, and field teams. Listen to project needs and coordinate pricing and scope information respectfully.
  • Integrity: Evaluate bids fairly, represent costs honestly, and disclose gaps or uncertainties. Verify supplier requirements and maintain accurate supporting records.
  • Service: Respond to project needs with clear estimates and practical alternatives. Help teams understand cost drivers and resolve pricing questions through preconstruction and project delivery.
  • Stewardship: Negotiate responsibly, examine cost variances, and identify savings without overlooking scope or service requirements. Protect company resources and project margins through careful analysis.

Qualifications

  • Associate or Bachelor’s degree in Construction Management, Supply Chain, Business, or related technical field; or an equivalent combination of trade experience and education.
  • 1–3 years of experience in estimating, purchasing/procurement, project administration, or construction coordination (relevant internships or construction trade experience considered).
  • Working familiarity with commercial construction terminology, site services, and basic material/equipment unit rates.
  • Excellent communication, organization, and collaboration skills.
  • Proficiency in Microsoft Excel (data formatting, formulas, multi-tab navigation, quote comparison tables); exposure to or aptitude to quickly learn estimating software and ERP/procurement platforms.
  • Exposure to commercial subcontractor bidding processes is a plus.
