Job Brief
The Trade Bank of Iraq (TBI) is seeking a qualified and independent Audit Manager to lead the Internal Audit function at its Saudi Arabia Branch, with responsibility for planning and executing risk-based audit engagements across the Branch's business, operational, financial, and support activities.
This role provides independent and objective assurance over the adequacy and effectiveness of the Branch's governance, risk management, and internal control arrangements, and over its compliance with Saudi Central Bank (SAMA) requirements, applicable laws, Head Office standards, and approved internal policies. The Audit Manager will develop the annual risk-based audit plan, conduct fieldwork and testing, report findings with practical recommendations, and monitor the timely closure of agreed management actions.
The ideal candidate will combine strong technical audit expertise and knowledge of banking operations with high integrity and independence, sound professional judgment, and the ability to communicate findings clearly and constructively to senior management and the Audit Committee.
Key Responsibilities
Develop and maintain the Branch's internal audit charter, methodology, and working-paper standards in line with the International Professional Practices Framework (IPPF) and SAMA requirements.
Prepare the annual risk-based audit plan, supported by a documented audit universe and risk assessment, and submit it for Audit Committee approval.
Plan and execute audit engagements across the Branch's business, operational, financial, credit, treasury, IT, and support functions, including scoping, fieldwork, testing, and evidence gathering.
Evaluate the adequacy and operating effectiveness of governance arrangements, risk management processes, and internal controls, and identify control weaknesses and root causes.
Prepare clear and well-supported audit reports, including findings, risk ratings, root-cause analysis, and practical recommendations, and agree management action plans with process owners.
Monitor and follow up on the timely implementation of agreed management actions arising from internal audit, external audit, and regulatory examinations, and escalate overdue items.
Prepare periodic audit reports, dashboards, and management information for the Audit Committee, Board members, and Head Office Internal Audit.
Conduct special reviews, investigations, and ad-hoc assignments as requested by the Audit Committee or senior management.
Coordinate with external auditors and regulatory examination teams and provide the required documentation and evidence.
Maintain the independence and objectivity of the Internal Audit function, and ensure that no operational or control-ownership responsibilities are assumed.
Maintain a quality assurance and improvement programme for the Internal Audit function, including periodic self-assessment.
Keep up to date with regulatory developments, banking industry practices, and emerging risks, and reflect them in the audit plan and audit approach.
Maintain accurate, complete, and confidential audit files, working papers, and documentation in line with the Bank's record-retention requirements.
Applicant Requirements
Education:
- Bachelor's degree in Accounting, Finance, Business Administration, Economics, or a related field from an accredited institution.
Professional Certifications:
- Professional certification such as CIA, CPA, SOCPA, ACCA, CISA, CRMA, or CFE is required or strongly preferred.
Experience:
Minimum of 5 years of experience in internal audit, external audit, or a related assurance function.
Experience auditing banks or financial institutions in a regulated environment is essential.
Solid knowledge of risk-based audit methodology and of the International Professional Practices Framework (IPPF).
Familiarity with SAMA regulations and instructions, and with the governance and assurance expectations applicable to foreign bank branches, is an advantage.
Experience presenting audit results to senior management, audit committees, or boards.
Skills:
Strong knowledge of banking products, operations, and end-to-end processes, and of the risks and controls associated with them.
Strong analytical and investigative skills, with the ability to test controls and reach evidence-based conclusions.
Excellent report-writing and working-paper documentation skills.
High level of integrity, objectivity, independence, and professional scepticism.
