Base Manager

About the Role

We are seeking an experienced Base Manager to lead the overall management, coordination, and operational readiness of our East Malaysia base. The Base Manager will be responsible for overseeing base operations, warehouse and asset management, procurement activities, operational planning, and resource readiness to support both Slickline and E-Line operations.

This role requires a commercially aware and results-driven leader who can effectively coordinate cross-functional stakeholders, manage operational priorities, ensure resources are available to meet business requirements, and drive continuous improvement, cost efficiency, and operational excellence. This role will be based at Labuan, Malaysia.

Responsibilities

• Lead and oversee the day-to-day operations and overall readiness of the East Malaysia base.
• Support Slickline and E-Line operations by ensuring coordinate with internal departments, logistics teams and transport providers to ensure smooth operations and minimize downtime.
• Coordinate mobilization, demobilization, load-out, and other operational activities to ensure seamless execution.
• Manage warehouse operations, inventory control, and company assets to maintain operational efficiency.
• Oversee procurement and purchasing activities, ensuring timely delivery of goods and services.
• Build and maintain strong relationships with suppliers, vendors, and contractors to support business operations.
• Manage operational budgets, monitor expenditures, and identify cost optimization opportunities.
• Lead and develop base personnel, driving high performance, accountability, teamwork, and continuous improvement.
• Monitor operational KPIs, identify gaps and implement corrective actions.
• Ensure stock management, logistics, administrative activities, and operational support functions are conducted in compliance with client contractual requirements, company HSSE policies, procedures, and applicable safety standards.
• Ensure compliance with the company's QMS, ISO 9001:2015 requirements and internal procedures.
• Participate in ISO, client and regulatory audits and ensure proper documentation and readiness.
• Drive continuous improvement initiatives to enhance operational efficiency and service quality.
• Act as the focal point for base operations, coordinating with Heads of Departments and clients to resolve operational matters and align resource requirements.

Qualifications

• Minimum Bachelor's Degree in Office/Business Management or equivalent relevant industry experience.
• Minimum 10 years of experience in a related field.
• Fluent in English & Malay with strong communication skills.
• Strong leadership and team-management skills.
• Good knowledge of logistics and onshore base operations.
• Strong understanding of budgeting and cost control.
• Experience in vendor management, negotiation and contract/lease management.
• Strong understanding of HSSE, QMS and operational compliance.
• Good problem-solving, planning and decision-making skills.
• Proficient in Microsoft Office and able to use data to support operational decisions.
