What they need
Program Operations Manager
China–U.S. Development Portfolio
Position Summary
We are seeking a highly organized and execution-oriented Program Operations Manager to support the coordination and execution of multiple drug development programs across our China and U.S. organizations.
Working closely with program leadership and cross-functional teams, this person will provide hands-on program and project management, maintain integrated timelines, coordinate communications and deliverables, and ensure consistent follow-through across functions and geographies.
The role will interact with clinical development, clinical operations, regulatory, chemistry, manufacturing and controls (CMC), nonclinical, legal, finance, and external collaborators, contract research organizations (CROs), vendors, and consultants. The successful candidate will combine practical drug-development knowledge with strong organizational skills, bilingual communication, and the ability to independently manage detailed coordination across multiple workstreams.
Key Responsibilities
Program and Project Management
- Develop and maintain integrated project plans, timelines, milestone trackers, action-item lists, and decision logs for assigned programs.
- Coordinate with functional owners to establish clear responsibilities and deadlines, monitor deliverables and dependencies, and track agreed actions through completion.
- Translate program decisions into actionable next steps and incorporate updates into project plans.
- Identify delays, missing information, coordination gaps, and emerging risks; escalate issues requiring prioritization or decisions.
China–U.S. Cross-Functional Coordination
- Facilitate timely, accurate communication between China and U.S. teams, ensuring that requests, decisions, updates, and supporting information reach the appropriate stakeholders.
- Consolidate functional feedback into clear summaries, outstanding questions, and next steps.
- Coordinate information and deliverables across functions, organizations, and time zones, helping maintain alignment on priorities and commitments.
Meeting and Action Management
- Coordinate program, partner, and cross-functional meetings, including scheduling, agendas, and pre-read materials.
- Prepare concise meeting records documenting decisions, actions, owners, and deadlines.
- Follow up on meeting actions and maintain an accessible record of decisions and outstanding items.
Document and Information Management
- Coordinate document review cycles, including circulation, comment collection, review deadlines, version tracking, approvals, and finalization.
- Organize the exchange of protocols, regulatory documents, reports, presentations, contracts, and other program materials with appropriate stakeholders.
- Maintain well-organized program files and prepare draft correspondence, status updates, meeting summaries, trackers, and presentation materials.
Alliance and External Partner Coordination
- Support day-to-day alliance and external partner activities, including communications, meetings, deliverables, and follow-up with collaborators, CROs, vendors, and consultants.
- Track partner commitments, open questions, data requests, and contractual or operational follow-up, engaging the appropriate internal owners.
- Coordinate internal input and approvals for external responses and maintain clear records of responsibilities, decisions, and outstanding deliverables.
- Escalate matters requiring scientific, regulatory, legal, commercial, or strategic judgment to the accountable leaders and functional experts.
Management and Portfolio Support
- Prepare concise cross-program status summaries highlighting upcoming milestones, overdue actions, dependencies, risks, and decisions needed.
- Coordinate materials for management, governance, regulatory, alliance, and external-partner discussions.
- Maintain consistent project management tools and processes across assigned programs and flag competing priorities or resource dependencies.
Qualifications
- Bachelor’s degree in life sciences, pharmacy, medicine, business, project management, or a related field; master’s degree preferred but not required.
- Five or more years of relevant experience in pharmaceutical, biotechnology, or CRO drug-development environments preferred. Candidates with fewer years of experience who demonstrate strong relevant capabilities and the ability to independently manage assigned workstreams will also be considered.
- Hands-on experience in cross-functional project/program management or development coordination, preferably including two or more years in these activities.
- Practical understanding of drug development and the ability to follow discussions across clinical, regulatory, CMC, and nonclinical functions.
- Demonstrated ability to independently manage timelines, action items, document reviews, and stakeholder follow-up with limited day-to-day supervision.
- Strong written and verbal communication skills in both English and Chinese, including the ability to draft clear business communications and accurately summarize development discussions.
- Strong organizational skills, attention to detail, and ability to manage multiple workstreams and competing deadlines.
- Effective interpersonal skills and sound judgment when working with senior leaders, functional experts, and external partners.
- Proficiency with Microsoft Office and collaboration tools, including Excel, PowerPoint, Teams, and SharePoint, or comparable systems.
- Flexibility to participate in scheduled cross-time-zone meetings and coordinate with China and U.S. teams.
Preferred Experience and Attributes
Experience working across China and U.S. organizations, supporting multiple development programs, and coordinating external collaborators, CROs, vendors, or consultants is strongly preferred. PMP or another project management certification is helpful but not required.
The ideal candidate is proactive, dependable, and comfortable with detailed, hands-on execution. They take ownership of follow-through, communicate clearly, and recognize when an issue can be resolved directly or requires escalation.
