About the Role

We are looking for an experienced Billing Engineer with a strong background in real estate and construction projects. The candidate will be responsible for measurement verification, BOQ and rate verification, rate analysis, contractor and client billing, work order preparation, material reconciliation, and project cost documentation.

The ideal candidate should have hands-on experience in billing operations, commercial controls, ERP compliance, audits, and project closure activities, ensuring accuracy, transparency, and adherence to contractual and financial requirements.

Key Responsibilities

1. Measurement Verification & Billing

• Verify site measurements against approved drawings, BOQs, specifications, and actual work executed.
• Prepare, scrutinize, and certify contractor bills and running account (RA) bills.
• Prepare and verify client bills, ensuring accuracy and timely submission.
• Validate quantities, rates, and billing claims before processing payments.

2. BOQ, Rate Verification & Rate Analysis

• Prepare and verify Bills of Quantities (BOQs), rate schedules, and item-wise cost estimates.
• Conduct rate analysis for new items, deviations, extra items, and variations.
• Verify contractor quotations, negotiated rates, and contractual rates.
• Monitor deviations from approved BOQs and budgets and maintain proper records.

3. Work Orders & Contract Management

• Prepare and issue work orders to contractors in accordance with approved scopes, rates, terms, and conditions.
• Verify contractual agreements, budgetary provisions, and commercial terms before work order issuance.
• Maintain records of work orders, amendments, variations, and additional works.
• Coordinate with project, procurement, finance, and commercial teams for approvals and billing requirements.

4. Material Reconciliation & Consumption Records

• Carry out material reconciliation for cement, steel, concrete, and other construction materials.
• Verify actual material consumption against theoretical consumption and approved norms.
• Investigate material variances, wastage, and excess consumption and recommend corrective measures.
• Maintain material consumption statements, reconciliation reports, and supporting documentation.

5. Budgetary Control & ERP Compliance

• Monitor project costs against approved budgets and contractual provisions.
• Ensure accurate entry and maintenance of billing, work orders, measurements, and cost-related data in the ERP system.
• Ensure compliance with internal commercial processes, approval matrices, and documentation requirements.
• Generate periodic billing, cost, and budget variance reports for management review.

6. Audit, Compliance & Project Closure

• Maintain complete and accurate records for internal audits, external audits, and commercial reviews.
• Ensure compliance with company policies, contractual terms, and applicable project procedures.
• Reconcile contractor accounts, outstanding bills, advances, and retention amounts.
• Support final account settlements, completion documentation, and commercial closure of projects.
• Ensure proper documentation and closure of all billing, material, and contractual obligations before project handover.

Educational Qualification & Experience

• Bachelor's degree in Civil Engineering.
• 10–12 years of relevant experience in billing and commercial functions within real estate or construction projects.
• Strong hands-on experience in measurement verification, BOQ preparation and verification, rate analysis, contractor billing, and client billing.
• Experience in work order preparation and issuance, material reconciliation, and budgetary cost control.
• Working knowledge of construction ERP systems and billing documentation.
• Experience in audit compliance, final account settlements, and project commercial closure.
