Biomedical Engineer/ Senior Technical Officer

Overall Purpose (Project & Tender)

To independently manage end to end medical equipment projects, ensure regulatory compliance, provide technical leadership for critical clinical areas (Radiology for Imaging, Operating Theatre, Dental), and contribute to procurement and asset lifecycle optimization. The role requires proactive cross functional coordination and the ability to operate with minimal supervision. Assumes other responsibilities as directed by the BME Manager within the scope of a Biomedical Engineer.

Key Responsibilities

1. Project Management & Implementation

Lead end-to-end project execution for new installations, decommissioning, and relocations of diagnostic equipment.

Develop project timelines, coordinate with vendors, facilities management, and clinical stakeholders to ensure zero disruption to clinical operations.

Oversee site preparation, installation, testing, commissioning, and handover, ensuring all technical specifications are met.

2. Regulatory Compliance & Quality Assurance

Screening of medical device registration with the vendors to ensure full regulatory compliance prior to any deployment or purchases. To assist Manager for new facility setups (e.g. new clinics).

3. Technical Leadership & Operational Support

Oversee a team of Technical Officers in troubleshooting, preventive maintenance, and root cause analysis to minimize equipment downtime.

Oversee a team of Technical Officers Ensuring In-house preventive maintenance and contract follow-up are complete in time.

Maintaining and ensuring the accuracy on the list of Hospital’s Critical database such as Equipment’s Master-list and intranet schedule PM listing.

5. Tender/ Procurement & Technical Specification

To assist Manager in Drafting technical specifications, evaluation criteria, and tender requirements for capital equipment purchases.

Participate in tender evaluation, site inspections, and vendor selection, ensuring alignment with clinical needs, safety standards, and budget.

Prepares technical specifications and tender documents for purchase or lease of biomedical equipment and systems.

Develops and implement plans for evaluation of performance of in-house and contract providers against targets >10% reduction and benchmarks.

6. To develop training Plans

Provides Technical training services on biomedical engineering matters pertaining to medical equipment and systems to the team of technical officer

Participates and assist in the Hospital’s Corporate event in accordance to the screening equipment if necessary.

Qualifications & Requirements:

·         Education: Degree in Electrical/Electronics/Biomedical Engineering with 2+ years of relevant experience; OR a Diploma in the same fields with 5+ years of experience. Experience from a medical equipment vendor environment will also be considered.

·         Experience: Proven hands-on experience with the maintenance, troubleshooting, and repair of a wide range of medical equipment. Experience in vendor management and performing in-house PM is highly preferred.

·         Technical Skills: A high level of technical knowledge and diagnostic skills for medical equipment. Familiarity with NEA regulatory guidelines for product clearance is a strong advantage.

·         Personal Attributes: Self-driven, excellent planner, and able to meet deadlines independently. Strong interpersonal skills for effective liaison and teamwork.

·         Work Schedule: Must be available for rotational on-call duty after office hours and for 0.5-day shifts on Saturdays.
