The ideal candidate will have experience supporting government-sponsored healthcare programs, with a strong preference for candidates familiar with the Federal Employees Health Benefits (FEHB) Program, Postal Service Health Benefits (PSHB) Program, or similar federal healthcare initiatives.

The Business Analyst will work closely with cross-functional stakeholders, subject matter experts, and external vendors to translate federal requirements into actionable business requirements, process improvements, and implementation plans.

Key Responsibilities

  • Regulatory and Contract Analysis: Analyze federal regulations, contractual obligations, program guidance, and policy updates to identify business impacts, compliance requirements, and necessary operational changes.
  • Requirements Gathering: Partner with business stakeholders and subject matter experts to gather, document, analyze, and validate business and operational requirements.
  • Process Analysis and Improvement: Conduct current-state and future-state process assessments, workflow reviews, and gap analyses to identify opportunities for improved efficiency and compliance.
  • Business Documentation: Develop and maintain business requirements documents, functional specifications, standard operating procedures, process maps, and implementation plans.
  • Change Management and Implementation: Support the planning and execution of regulatory, system, and operational changes affecting federal healthcare programs.
  • Testing and Issue Resolution: Assist with test planning, test case development, user acceptance testing (UAT), defect tracking, and resolution of business or system issues.
  • Risk and Compliance Support: Identify potential operational and compliance risks, recommend mitigation strategies, and support ongoing adherence to federal program requirements.
  • Cross-Functional Collaboration: Coordinate with internal business teams, technology partners, compliance stakeholders, and external vendors to support federal program initiatives.
  • Project Support: Track requirements, action items, milestones, dependencies, and deliverables to help ensure initiatives are completed accurately and on schedule.

Required Qualifications

  • Experience working as a Business Analyst, Healthcare Business Analyst, Business Systems Analyst, or in a comparable analytical role.
  • Strong analytical, critical-thinking, and problem-solving skills.
  • Experience gathering, documenting, and validating business requirements.
  • Ability to analyze policies, regulations, contractual language, and business processes and translate findings into actionable requirements.
  • Experience conducting process mapping, gap analysis, workflow assessments, and process improvement initiatives.
  • Strong written and verbal communication skills, including the ability to communicate complex requirements to technical and nontechnical stakeholders.
  • Experience supporting testing, implementation, change management, or issue resolution.
