Business Analyst – GIS / ArcGIS Pro

MISSION CONTEXT

Within Fluvius' Cloud Center of Excellence (CCoE), part of ICT Design & Integration, you design and build the company's secure, reliable and scalable cloud foundation, entirely based on Microsoft Azure.

You act as the bridge between cloud governance, design teams, platform teams and product teams. In an environment of over 5,000 users and multiple outsourcing partners, your role is as much technical as it is strategic.

YOUR RESPONSIBILITIES

▸ Design and implement the Azure cloud foundation: architecture, security, scalability.

▸ Own cloud governance and deploy policies via EPAC (Enterprise Policy as Code).

▸ Produce designs in collaboration with product and application teams.

▸ Ensure technical coordination across multiple simultaneous projects.

▸ Challenge designs proposed by outsourcing partners and candidate vendors.

▸ Drive Azure FinOps: cost allocation models, budgeting, reservations and savings plans management, anomaly detection.

▸ Ensure coherent integration of cloud services within the overall ecosystem.

▸ Continuously improve services delivered to internal customers.

PROFILE SOUGHT

Must have:

▸ Business Analyst — ≥ 3 years, Medior

▸ GIS / ESRI ArcGIS Pro — ≥ 4 years, Medior

▸ GIS Viewer (business use) — confirmed experience

▸ Workshop & meeting facilitation — confirmed experience

▸ BPM – process analysis & optimisation — confirmed experience

▸ MS Office, Jira, Confluence — operational proficiency

▸ Dutch C2 (CEFR) — mandatory

Should have:

▸ Stakeholder management — confirmed experience

▸ Large-scale transformation programmes — confirmed experience
