Business Analyst (workforce Programs

Contract | Texas (Remote/Hybrid depending on client requirements)

We are seeking two experienced Business Analysts (Level II and Level III) to support critical workforce technology initiatives for a public sector organization. The ideal candidates will have direct experience working with the Workforce Innovation and Opportunity Act (WIOA) and Participant Individual Record Layout (PIRL) in a state workforce agency, workforce technology vendor, implementation partner, or similar workforce-program environment.

This role focuses on business analysis, requirements management, process improvement, testing, and supporting integrations with large, complex legacy systems.

Responsibilities

• Elicit, analyze, document, and validate business, functional, technical, and system requirements.
• Collaborate with business stakeholders and technical teams throughout the SDLC.
• Develop Business Requirements Documents (BRDs), Software Requirements Specifications (SRS), user stories, and supporting project artifacts.
• Create business process maps, workflows, fit-gap analyses, use cases, and conceptual models.
• Facilitate workshops, requirements sessions, and stakeholder meetings.
• Analyze and support interfaces between modern applications and complex legacy systems.
• Develop and execute test plans, test scenarios, and test cases.
• Document and communicate testing outcomes and support defect resolution.
• Support project lifecycle activities, including planning, traceability, change management, and documentation.
• Utilize SDLC tools such as HP ALM, Jira, Confluence, or other Atlassian products.

Required Qualifications

Business Analyst II

• 4-7 years of Business Analysis experience.
• Direct experience with WIOA and PIRL.
• Experience gathering and documenting business and functional requirements.
• Experience creating BRDs, SRS documents, process maps, and fit-gap analyses.
• Experience supporting software testing and validation activities.
• Experience working on projects involving complex legacy-system integrations.
• Experience using HP ALM, Jira, Confluence, or similar SDLC tools.

Business Analyst III

• 8+ years of Business Analysis experience.
• All BA II qualifications plus demonstrated leadership on large-scale workforce technology initiatives.
• Advanced experience facilitating cross-functional stakeholder workshops and requirements sessions.
• Extensive experience supporting enterprise system implementations and integrations.

Preferred Qualifications

• Texas Workforce Commission (TWC) experience.
• State of Texas agency experience.
• Workforce development, unemployment insurance, benefits, case management, or eligibility systems experience.
• Experience with federal workforce reporting requirements.
• Experience supporting public sector technology modernization efforts.
