What they need

Position Summary

MassDOT is seeking an experienced transportation professional to serve as the Capital Programming Lead within the Rail and Transit Division. This position provides strategic leadership for the MassDOT Transit Unit Capital Investment Program, the Commonwealth’s rolling five-year capital plan supporting regional transit services across Massachusetts.

The Capital Programming Lead develops and administers policies governing capital-project eligibility, evaluation, prioritization, funding allocation, and delivery. Working closely with Massachusetts’ 15 Regional Transit Authorities, Metropolitan Planning Organizations, and MassDOT’s Office of Transportation Planning, the Lead helps determine how state and federal resources are invested to support safe, reliable, accessible, and efficient public transportation.

This is an opportunity to shape statewide transit investment policy and oversee programs that directly influence transportation infrastructure and service delivery throughout the Commonwealth.

Duties and Responsibilities

Capital investment prioritization and decision-making

  • Using asset condition, age, mileage, useful life benchmarks, safety, reliability, and project readiness to establish funding priorities.
  • Applying objective prioritization methods when available funding is insufficient to fund all requests.
  • Incorporating State of Good Repair needs into investment recommendations and funding decisions.

Transit Asset Management and Asset Condition Analysis

  • Working with transit asset inventories and condition assessment data.
  • Evaluating replacement and rehabilitation needs for vehicles, facilities, and equipment.
  • Understanding how asset management data informs long-term capital planning and investment strategies.

Vehicle replacement planning

  • Reviewing fleet replacement requests and replacement schedules.
  • Evaluating replacement needs based on age, mileage, condition, reliability, and operational considerations.
  • Ensuring investments supports State of Good Repair objectives and lifecycle management practices.

Performance management and compliance

  • Familiarity with TAM performance measures and annual target-setting processes.
  • Understanding the relationship between TAM activities, NTD reporting, and federal compliance requirements.
  • Supporting audits, oversight activities, and corrective action efforts related to federally funded programs.

Integration of TAM with CIP and STIP development

  • Ensuring that TAM priorities are reflected in CIP development, STIP programming, and capital funding recommendations.
  • Using TAM priorities to help guide decisions regarding project advancement, deferral, restructuring, or scaling when fiscal constraints require tradeoffs.
  • Coordinating asset management priorities with grant funding and other capital investment programs.

Preferred Qualifications

  • Experience with Transit Asset Management (TAM) planning, State of Good Repair programs, asset inventories, condition assessments, TAM target setting, or asset-based capital investment prioritization.
  • Familiarity with Federal Transit Administration Transit Asset Management requirements, National Transit Database reporting, and the integration of TAM priority into capital programming processes.
