Capture & Proposal Manager (Defense Tech / Federal Growth)

Location: Remote (US-based)

Compensation: $100,000 - $130,000 Base + Equity

Capture & Proposal Manager sought for a well-funded, highly successful defense AI scaleup who bring state of the art AI to the tactical edge. This talented team bridges cutting-edge R&D and operational field execution - building domain-tailored AI agents that deliver a common operating picture, heighten mission readiness, and optimize real-time decision-making in high-stakes environments.

This is the first dedicated hire on the capture and proposal team - you will work closely with the VP Growth and the role will be pivotal in driving the public sector revenue strategy, opportunity tracking, pursuit strategy, and winning bid delivery.

The ideal candidate will have experience performing execution within one or more of the following areas:

• Federal Pipeline & Market Intelligence: Monitoring SAM.gov, DSIP, and agency forecasts to filter leads, research customer/competitor footprints (FPDS, USAspending), maintain HubSpot accuracy, and manage teaming agreements.
• End-to-End Pursuit & Gate Management: Setting up pursuit workflows, building bid/no-bid packages, maintaining capture plans, and coordinating pre-solicitation efforts (RFIs, industry days).
• Proposal Delivery & Submission: Shredding solicitations into compliance matrices, holding kickoff meetings, leveraging AI writing tools to draft content, leading Pink/Red/Gold reviews, and submitting compliant packages across DSIP or SAM.gov.
• Pricing & Account Governance: Assembling BOEs and pricing workbooks, drafting ROM quotes/subcontracts, and maintaining active SAM.gov and consortium registrations.

Key Skills & Background Seeking

• 3 - 5+ years in federal capture, proposal coordination, or BD roles within defense or government technology environments.
• Practical experience managing DoD non-traditional contracting vehicles (SBIR/STTR, CSO, OTA, BAA).
• Working command of structured proposal frameworks (Shipley, APMP) including storyboarding, compliance matrices, and color-team reviews.
• Solid understanding of federal acquisition processes (FAR/DFARS, Sections L & M, primary contract types).
• Hands-on fluency with public sector BD tools (SAM.gov, DSIP, FPDS, USAspending, GovWin/HigherGov, HubSpot CRM).
• Strong document formatting, technical editing, and comfort leveraging modern AI proposal writing platforms.
• Bonus points: Background proposing AI or software products, active Secret/TS clearance, APMP certification, or military experience with Army, USAF, Space Force, or SOCOM.
