Why This is an Exciting Role:

BI&A is seeking a highly strategic and dynamic Capture Manager to join our team and play a pivotal role in the continued growth of our business. This role requires a proven track record of capturing IC and DoW contracts and an ability to work effectively in high-pressure, fast-paced environments. The ideal candidate will possess exceptional business acumen, a passion for winning, and the ability to inspire large, cross-functional teams.

BI&A’s Capture Manager is responsible for the end-to-end ownership of several simultaneous pursuits, working closely with internal teams to mature opportunities through the Corporate Business Development and Capture Management Processes. This includes developing win strategies, building and managing diverse teams, creating compliant and compelling proposals, and driving innovative solutions.

This role requires demonstrated business acumen and market understanding, with deep knowledge of IC and DoW agencies including key market drivers, and evolving trends. Candidates must have the ability to assess customer needs, Federal Acquisition Regulation (FAR) requirements, and Other Transaction Authority (OTA) regulations, using these insights to craft differentiated win strategies. A strong win mentality and competitive drive are essential to develop and execute capture plans that align with company growth objectives.

Key Responsibilities:

  • Manage capture efforts across IC and DoW markets, with preference given to individuals with strong winning history with multiple agencies such as: MPO, DIA, NGA, CIA and ODNI.
  • Lead captures exceeding $100M, including tailored win strategies for FFP and fixed-unit-price contracts with a focus on risk assessment, pricing sensitivity, and delivery assurance.
  • Build and inspire high-performing capture teams, overseeing solution development, competitive analysis, customer engagement, and proposal strategy.
  • Serve as a mentor, elevating capture excellence across the organization through sharing best practices and innovative techniques.
  • Strategically engage senior government stakeholders and teaming partners to shape opportunities and influence acquisition methodologies.
  • Develop and manage capture budgets, ensuring responsible investment allocation and measurable ROI for all pursuits.
  • Convert complex mission requirements into executable plans aligned with evolving customer objectives and acquisition trends.
  • Collaborate with business development, proposal management, pricing, contracts and line organizations to develop compelling, winning proposals.

Experience and Qualifications:

To be eligible for this demanding position, the ideal candidate should demonstrate the following experience and qualifications:

Required Education and Years of Experience:

  • Bachelor's degree and 15+ years of related experience (additional years of experience may be considered in lieu of a degree).

Required Qualifications:

  • Active TS/SCI clearance is required.
  • Candidates must demonstrate sustained success in winning large, complex IC and DoW prime contracts exceeding $100M on single-award deals, including IT services, systems engineering, software development and integration efforts.
  • A strong understanding of federal procurement vehicles and contract types, including IDIQs (single and multi-award), FFP, T&M, and cost-plus structures, is required.
  • Experience in leading capture efforts for large programs and a comprehensive understanding of federal acquisition processes, customer landscapes, and government policies in the national security sector are critical.
