Chief Estimator

We are seeking a highly experienced and qualified Chief Estimator – Civil Construction to lead and manage our Estimation and Tendering Department.

The ideal candidate must have a minimum of 15 years of UAE experience in Civil Construction Estimation, with an extensive background in UAE Main Contracting Companies, particularly in high-rise buildings, residential towers, commercial developments, and large-scale civil construction projects.

The successful candidate will be responsible for managing the complete tendering and estimation process, developing competitive pricing strategies, ensuring accurate cost estimates, and overseeing all technical and commercial aspects of tender submissions.

Key Responsibilities

Estimation & Tendering

• Lead and manage the complete civil construction estimation and tendering process.
• Review tender documents, drawings, specifications, BOQs, and contractual requirements.
• Prepare and review detailed cost estimates for major civil construction projects.
• Develop competitive tender pricing strategies while maintaining project profitability.
• Oversee quantity take-offs, material calculations, labour costs, equipment costs, and subcontractor pricing.
• Prepare detailed tender breakdowns, cost comparisons, and commercial evaluations.
• Ensure all tenders are submitted accurately and within the required deadlines.

Cost Management & Commercial Evaluation

• Analyze project costs and identify opportunities for cost optimization.
• Conduct value engineering to improve project efficiency and profitability.
• Evaluate technical and commercial risks associated with tender submissions.
• Review supplier and subcontractor quotations to ensure competitive pricing.
• Prepare project budgets and preliminary cash flow forecasts.
• Monitor UAE construction market rates, material prices, and labour costs.
• Provide management with accurate cost analysis and tender recommendations.

Tender Coordination & Negotiation

• Coordinate with Engineering, Procurement, Planning, and Project Management Teams.
• Attend pre-tender meetings, site visits, and tender clarification meetings.
• Communicate with consultants, clients, suppliers, and subcontractors regarding tender requirements.
• Participate in tender negotiations and post-tender clarification meetings.
• Review contract conditions and identify commercial risks before tender submission.
• Support the finalization of tender pricing and commercial proposals.

Department Management & Leadership

• Lead, supervise, and guide the Estimation and Tendering Team.
• Allocate tender responsibilities and monitor team performance.
• Establish estimation procedures, pricing standards, and cost databases.
• Review and approve estimates prepared by the estimation team before management submission.
• Ensure consistency, accuracy, and quality across all tender submissions.
• Report tender progress, pricing strategies, and commercial recommendations directly to Management.

Mandatory Requirements

• Bachelor's Degree in Civil Engineering.
• Minimum 15 years of UAE experience in Civil Construction Estimation is mandatory.
• Proven experience working as a Chief Estimator or in a senior estimation leadership role.
• Extensive experience with UAE Main Contracting Companies is mandatory.
• Strong experience in high-rise buildings, residential towers, commercial buildings, and major civil construction projects.
• Proven ability to independently handle large-scale construction tenders from initial review to final submission.
• Excellent knowledge of UAE construction market rates, materials, labour costs, and subcontractor pricing.
• Strong knowledge of BOQ preparation, quantity surveying, cost estimation, tendering, and value engineering.
• Strong understanding of construction methodologies, project specifications, and contract conditions.
• Excellent leadership, commercial negotiation, communication, and analytical skills.
• Proficiency in MS Excel, AutoCAD, and relevant estimation software.

Pay: AED25,000.00 - AED30,000.00 per month
