Job Description
The Chief Information Officer (CIO) is the most significant technology leadership position within Fannie Mae and will lead the organization's enterprise technology strategy, engineering capabilities and technology operations through the next phase of its evolution.
Reporting to the Chief Executive Officer, the CIO will lead an organization of approximately 3,300 technology professionals responsible for enterprise applications, software engineering, architecture, cloud and infrastructure, portfolio delivery, shared technology services, technology operations and the Chief Data Office. With an annual technology budget of approximately $1.5 billion, the role is responsible for nearly half of the organization's total operating spend. The CIO will partner closely with business leaders, cybersecurity, enterprise risk, audit, the Federal Housing Finance Agency (FHFA) and other external stakeholders to ensure technology remains a strategic enabler of Fannie Mae's mission.
Fannie Mae has made substantial investments in modernizing its technology estate, establishing strong foundations across cloud, engineering, infrastructure and cybersecurity. With these foundations now largely in place, the next phase of the organization's technology strategy is focused on leveraging AI, modern engineering capabilities and product-led delivery to drive measurable business growth, improve customer experience, strengthen engineering productivity and accelerate innovation across the enterprise.
The successful candidate will play a central role in continuing the evolution of the organization from a traditional IT operating model toward a modern, product-led technology organization. This includes strengthening product ownership, improving software engineering practices, modernizing portfolio governance, increasing delivery velocity and ensuring technology investments remain aligned with business priorities.
The CIO will serve as a strategic thought leader to the Executive Leadership Team, helping shape enterprise technology strategy through innovation, market insight and modernization. The role requires an executive capable of anticipating emerging technology and regulatory trends and translating them into practical strategies that create measurable business value, enhance customer outcomes and strengthen Fannie Mae's position within the housing finance ecosystem.
As the leader of the Chief Data Office and the broader technology organization, the CIO will be responsible for advancing Fannie Mae's enterprise AI strategy, bringing together a federated AI engineering function under a single, comprehensive strategy and operating model. Building on established AI governance, enterprise data platforms and business-led AI initiatives, the CIO will ensure AI capabilities are deployed responsibly, securely and at enterprise scale while improving engineering effectiveness and accelerating product innovation.
Beyond internal transformation, the CIO will strengthen Fannie Mae's position as a technology platform serving the broader housing finance ecosystem by expanding digital capabilities through APIs, modern engineering practices and platform innovation that improve how lenders and market participants interact with Fannie Mae. Given Fannie Mae's critical role within the U.S. housing finance system, the CIO will also build trusted relationships with the Federal Housing Finance Agency (FHFA), ensuring technology strategy, AI adoption and enterprise modernization remain aligned with regulatory expectations while continuing to drive innovation and business value. This role requires an executive who combines exceptional technical depth with commercial acumen, enterprise leadership and the ability to influence across the organization while building strong partnerships with business leaders, regulators and external stakeholders.
