Chief Operations Controller - Traffic [JRL]

The Chief Operations Controller oversees Operations Control Centre (OCC) activities to ensure safe, reliable, and efficient train service delivery during both normal and degraded operations. The role involves leading Operations Controllers, managing train traffic and track access, and coordinating responses to incidents, emergencies, and service disruptions.

Major Responsibilities

• Lead OCC staff to maintain safe and reliable train operations.
• Coordinate with internal departments, external agencies, and Bus Operations Control Centre during disruptions and emergencies.
• Supervise Operations Controllers and ensure high safety, service quality, and accurate passenger information.
• Manage mainline and depot train movements and track access control.
• Execute SOPs and regulatory requirements during incidents and emergencies.
• Communicate effectively with Operations, Engineering, and external stakeholders.
• Prepare incident reports and ensure lessons learned are shared with the team.
• Implement and review operational procedures, emergency plans, and improvement initiatives.
• Conduct team exercises (TTX) and manage staff competency, performance, coaching, and disciplinary matters.
• Liaise with internal and external parties on operations and improvement projects.
• Perform Duty Chief Controller and Key Contact Officer roles as required.
• Undertake ad-hoc tasks assigned by management.

Requirements

• Degree in any discipline or Diploma with minimally 5 years in senior supervisory level, preferably with relevant experience in railway operations (Train Operations or Station Operations) or in the Control Room/Centre operations
• Willing to perform shift work, including night shift, weekends and Public Holidays
• Ability to identify colours
• Able to operate computer-based control systems
