Chinese Project Manager (Construction)

• Take full responsibility for the organization, execution, and overall management of civil construction projects in the UAE, ensuring the achievement of project objectives in quality, safety, schedule, and cost.

• Organize and manage all civil subcontract works, including but not limited to:

• Earthworks

• Foundation Works

• Structural Works

• Masonry Works

• Plastering Works

• Waterproofing Works

• Structural Steel Works

• Architectural Finishing Works

• External Infrastructure and Utility Works

• Be responsible for the evaluation, prequalification, tendering, quotation, contract negotiation, and contract administration of local subcontractors and suppliers in the UAE.

• Prepare construction execution plans and project schedules, allocate project resources efficiently, and coordinate construction activities among different disciplines and subcontractors.

• Manage project quality, HSE (Health, Safety and Environment), schedule, cost control, and risk management, while promptly resolving technical and management issues arising on site.

• Review quantities, manage variation orders, site instructions, design changes, claims, and final account settlement.

• Maintain effective communication and coordination with Clients, Consultants, Main Contractors, Designers, and UAE Government Authorities to ensure smooth project execution.

• Manage the entire project lifecycle, including project mobilization, government approvals, construction, inspections, handover, and project close-out.

• Ensure full compliance with UAE construction regulations, quality standards, HSE requirements, and all applicable laws and statutory requirements.

• Assist the company in establishing and continuously improving project management systems and operational efficiency.

Desired Candidate Profile

• Chinese national, aged between 30 and 50 years old, physically fit, and willing to be based in the UAE on a long-term assignment.
• Diploma or Bachelor's degree (or above) in Civil Engineering, Construction Management, or other related disciplines.
• Minimum of 8 years of civil construction project management experience, including at least 3 years of project management experience in the UAE (mandatory requirement).
• Must have successfully managed at least one complete civil construction project in the UAE and possess comprehensive knowledge of local construction procedures and project management practices.
• Thorough understanding of UAE construction laws and regulations, construction specifications, quality acceptance standards, and HSE management requirements.
• Familiar with UAE government approval procedures and experienced in coordinating with Consultants, Clients, and Government Authorities.
• Good knowledge of local construction materials, construction methodologies, and labor management practices in the UAE.
• Familiar with subcontractor management, procurement procedures, and contract administration. Candidates with established local subcontractor and supplier networks will be preferred.
• Proficient in drawing review, quantity take-off, cost control, contract administration, variation management, and claims management.
• Capable of independently managing the overall project with strong leadership, organizational, coordination, execution, and team management skills.
• Proficient in Microsoft Office, AutoCAD, and commonly used project management software.
• Good command of written and spoken English, with the ability to communicate effectively with Clients, Consultants, Engineers, Contractors, and Government Authorities in daily work.
• Holders of PRC Class I or Class II Constructor Certificates and Intermediate or Senior Engineer professional titles will be preferred.
• Familiarity with FIDIC Contract Conditions and international project management practices will be an advantage.
• Holders of a valid UAE driving license will be preferred.
