What they need
Bloom is currently seeking a highly motivated Civil Engineering Lead. This position requires you to work with a growing civil engineering group on a diverse variety of projects. Project work currently includes civil site development for new and redevelopment sites, grading design, storm water management (hydraulic and hydrologic design, certification, and permitting), sanitary and storm sewer evaluation and rehabilitation, domestic water distribution design, low impact development and green infrastructure design.
The Bloom family has developed a mentor-mentee culture that allows us to share our experiences with one another; and in return we can all grow personally and professionally. Where you have shortcomings, others in the company may have strengths. Keep that in mind as you read through our preferred additional qualifications below. We see value in anything you can bring to the table; even if it’s something other than what we have listed here.
Job Description Details:
- Spearhead and execute complex civil design projects, directing cross-functional teams of engineers and technical staff from concept through final construction.
- Orchestrate full project delivery, maintaining total accountability for technical quality, schedule execution, scope management, and financial targets.
- Drive business growth and market development in collaboration with senior leadership by identifying emerging opportunities and executing strategic pursuit plans.
- Direct proposal strategy and development alongside marketing teams, taking ownership of team assembly, execution schedules, fee structures, and technical scope writing.
- Cultivate and expand key client relationships, leveraging technical expertise to secure repeat business and grow the firm's client portfolio.
- Mentor, empower, and coach junior engineering staff, fostering technical capability and quality standards.
- Develop, update and maintain standard details and specifications.
- Work with Survey Department and Construction Management Department to assist in the direction of field survey crews and site operations, ensuring high-integrity data collection, site assessments, and construction-phase oversight.
- Advance practice standards and operational initiatives, championing continuous improvement in engineering workflows and project quality assurance.
- Performing other duties as assigned
Requirements:
- Bachelor of Science (B.S.) in Civil Engineering.
- Professional Engineer (P.E.) license in Wisconsin.
- Minimum 8 years of progressive civil engineering experience in infrastructure design, land development, and project leadership.
- Comprehensive expertise in core civil engineering principles and land development, including site planning, grading, local roadway design, stormwater management/permitting, hydrologic/hydraulic modeling, and utility conveyance systems (water, storm, sanitary sewer).
- Expert-level proficiency (or past proficiency) in AutoCAD Civil 3D with a proven ability to lead design teams, establish CAD standards, review complex models, and resolve software challenges.
- Demonstrated experience in project management, contract administration, quality control (QA/QC), construction inspection, and field crew communication.
- Proven track record delivering complex projects for both public agency and private development clients, with a focus on long-term relationship retention.
- Experience supporting firm growth through proposal development, fee estimation, scope drafting, client presentations, and business development initiatives.
- Exceptional interpersonal and technical communication skills with a strong history of mentoring junior engineers, leading multi-disciplinary teams, and representing the firm before regulatory boards and public stakeholders.
- Valid Driver's License and willingness to travel locally for site visits, field surveys, and client meetings.
