Cloud, Data and AI Technical SME

Kaptivate is seeking an individual contractor to provide Subject Matter Expert (SME) support for a federal client. This is a full-time position, remote or on-site in the Washington, DC area, focused on supporting, documenting, and advancing cloud platforms, enterprise data and analytics environments, and AI-enabled capabilities.

The SME will provide hands-on technical expertise across cloud and data environments while supporting the transition of emerging capabilities into secure, reliable, and sustainable production services. The role will work closely with federal technical teams, economists and industry analysts, Kaptivate personnel, and implementation partners.

Responsibilities

• Assess the needs of economists, industry analysts, program staff, and other users and recommend practical technical solutions to improve data discovery, data access, analytical capabilities, and workflow efficiency.
• Work directly with end users and technical teams to troubleshoot data and analytical issues, improve access to authoritative data resources, and help ensure that cloud, analytics, and AI-enabled solutions produce accurate, reliable, and usable results.
• Develop and deliver user training and related materials covering enterprise data resources, analytical tools, cloud-enabled capabilities, and approved AI applications including Claude AI.
• Support technology transition and user adoption of the platform. Develop user guides, technical guidance, and learning materials tailored to end users with varying levels of technical proficiency. Help users understand and interpret data resources and tools|
• Provide hands-on technical consultation, support and analysis regarding Google Cloud Platform GCP environments, cloud architecture, enterprise data platforms, BigQuery, data integration, analytics, AI-enabled capabilities, and workflow modernization.
• Document cloud and data architectures, including BigQuery, data pipelines, APIs, integrations, and technical components.
• Support the transition of software capabilities from development and pilot environments into production, including configuration, testing, documentation, troubleshooting, performance, scalability, data access, cost considerations, and operational readiness.
• Support enterprise data management and technical data governance, including data mapping, metadata, data classification, authoritative data sources, data quality, access controls, integration and technical documentation.
• Review technical solutions proposed or delivered by systems integrators and technology vendors; identify technical risks, dependencies, gaps, performance issues, and opportunities for improvement
• Develop and maintain technical documentation and knowledge artifacts, including architecture diagrams, data mappings, configuration documentation, integration specifications, operating procedures and technical assessments
• Support the technical implementation, testing and evaluation, including development and maintenance of authoritative or “golden” datasets, representative user queries, test scenarios, expected results, accuracy and quality measures.
• Define and monitor appropriate tracking solutions for technical performance, quality, adoption, operating costs, and operational metrics.

Required Qualifications

• Master’s Degree in Computer Science, Information Systems, Data Science, Engineering, or another relevant technical field.
• Minimum of ten (10) years of specialized technical and technology-management experience involving cloud environments, enterprise data and analytics, systems integration or application modernization
• Demonstrated hands-on technical experience with cloud and enterprise data environments, preferably including Google Cloud Platform or comparable cloud data platforms.
• Experience with data architecture, data warehouses and/or data lakes, data pipelines, APIs and system integrations, metadata, data quality, access controls, and enterprise analytics.
• Technical depth sufficient to assess cloud, data, integration, analytics, and AI architectures; review implementation approaches; identify technical risks and dependencies; and provide actionable recommendations to technical teams and leadership.
• Experience supporting production technology environments, including testing, technical documentation, troubleshooting, performance, operational readiness, and continuous improvement.
• Demonstrated ability to work with both technical and nontechnical stakeholders and translate user requirements into practical technical solutions.
• Demonstrated experience developing and delivering technical training, demonstrations, documentation, and user enablement for audiences with varying levels of technical proficiency.
• Experience with trade or other econometrics datasets is highly desirable
• Experience with generative AI, LLM-enabled applications, MCP or comparable tool/connector architectures, or AI-enabled analytics is highly desirable.
• Experience supporting the federal government or other complex, regulated enterprise environments is highly desirable.

Role duration: Through September 30, 2027 (subject to contract extension)

Pay: $12,000.00 - $14,000.00 per month
