You will be responsible for the overall operational performance of the assigned portfolio and lead a team of Property Executives and/or Technicians. The role requires a hands-on and commercially minded facilities professional who can manage multiple sites, contractors and stakeholders effectively.

The Role

Portfolio & Building Operations

  • Ensure all building systems, equipment, facilities and common areas are properly maintained and operating effectively.
  • Plan and monitor preventive maintenance programmes and ensure maintenance issues are addressed promptly.
  • Oversee repair works, minor improvement projects, AEIs and other building-related works from planning through completion.
  • Manage consultants, contractors and service providers to ensure works are delivered safely, efficiently and to the required standard.
  • Develop annual OPEX and CAPEX budgets and monitor actual expenditure against approved budgets.
  • Review costs, quotations and contractor rates and identify opportunities for operational and cost efficiencies.
  • Support the Contract & Procurement function in contractor evaluation, tender exercises and contract recommendations.
  • Ensure procurement and payment processes comply with established company policies and procedures.
  • Work with the Asset Management team on building improvement, asset enhancement and cost optimisation initiatives.

Compliance, Safety & Risk Management

  • Ensure the assigned properties comply with all applicable statutory requirements, licences and regulatory obligations.
  • Coordinate the CERT team and monitor the timely renewal of relevant statutory licences and permits.
  • Ensure building activities and contractor works comply with Workplace Safety and Health (WSH) requirements.
  • Monitor contractors and service providers to ensure works are carried out in accordance with approved procedures and guidelines.
  • Maintain a high level of operational readiness and minimise audit findings and compliance gaps.

Tenant & Stakeholder Relations

  • Develop and maintain positive working relationships with tenants and promptly attend to property-related matters.
  • Oversee tenant inspections, handover and takeover activities, defect rectification and other tenancy-related requirements.
  • Manage and monitor the Permit-to-Work process for works carried out within the properties.
  • Coordinate with tenants, consultants, contractors and internal teams to ensure works are completed smoothly and with minimal disruption.

Reporting & Administration

  • Prepare and submit accurate and timely operational, maintenance and management reports.
  • Ensure all maintenance activities are properly recorded and tracked against the preventive maintenance programme.
  • Maintain complete documentation relating to service reports, delivery orders, invoices, maintenance works and contractor activities.
  • Ensure records are readily available for management review, audit and compliance purposes.

People & ESG

  • Lead, coach and develop the Facilities Management team under your supervision.
  • Allocate responsibilities effectively and ensure the team maintains high standards of service and building operations.
  • Drive a strong culture of safety, accountability and continuous improvement.
  • Identify and implement practical ESG initiatives relating to building operations, energy efficiency and facilities management.

What We Are Looking For

  • Degree or Diploma in Mechanical/Electrical Engineering, Building Services, Facilities Management, Real Estate Management or a related discipline.
  • At least 5 years of relevant facilities management experience.
  • Minimum 2 years of experience managing a portfolio, cluster or multiple properties/sites.
