Litco Industries is a specialist subcontracting company involved in the fabrication, supply, installation, and erection of structural steel and associated metalwork. The company executes projects across the UAE and wider GCC, supporting major construction and industrial developments.

Position Overview

We are looking for a Commercial Engineer cum Quantity Surveyor with strong post-contract commercial experience, particularly in Interim Payment Applications, variations, claims, and commercial negotiations.

The successful candidate will manage the commercial aspects of assigned projects and work closely with main contractor QS teams, consultants, project teams, and internal management to protect contractual entitlement and ensure timely recovery of project revenue.

Key Duties & Responsibilities

Commercial Valuations & Interim Payments

• Prepare accurate monthly Interim Payment Applications (IPAs) in accordance with contract requirements and agreed valuation periods.
• Measure completed works and prepare valuations for structural steel fabrication, erection, installation, and other metalwork activities.
• Compile supporting documentation including measurement sheets, progress photographs, delivery documentation, material records, weight reports, and other relevant evidence.
• Monitor the difference between amounts applied, certified, and actually received.
• Investigate instances of under-certification and follow up with the relevant commercial team through formal correspondence.
• Maintain accurate payment records and regularly reconcile project applications, certifications, and receipts.

Variations & Change Control

• Identify commercial changes resulting from revised drawings, additional works, site instructions, scope modifications, and instructions issued by the Engineer or Client.
• Record and monitor all variations through a structured Variation / VO Register.
• Prepare complete variation submissions including detailed measurements, rate build-ups, supporting documents, and contractual entitlement.
• Ensure variation notices and submissions are issued within the applicable contractual deadlines.
• Engage with the main contractor's QS team to review, justify, and negotiate variation values through to agreement and incorporation into the contract account.
• Maintain proper records of approved, pending, rejected, and disputed variations.

Claims & Contractual Entitlement

• Develop and submit commercial claims relating to Extension of Time (EOT), prolongation, disruption, acceleration, loss and expense, and other additional costs where applicable.
• Gather and organize contemporaneous project records, programmes, correspondence, instructions, site records, and other supporting evidence.
• Prepare structured claim narratives demonstrating the cause, contractual basis, impact, and financial entitlement.
• Ensure contractual notices and required submissions are issued within the stipulated time limits.
• Support the commercial team in protecting Litco's contractual rights and recovering legitimate additional costs.

Commercial Meetings & Negotiations

• Participate in commercial and contractual meetings with main contractor QS teams, consultants, and other relevant stakeholders.
• Present Litco's valuations, variations, and claims clearly and support the company's commercial position with appropriate documentation.
• Negotiate disputed valuations, under-certified amounts, variation rates, rejected claims, and other commercial matters.
• Review and challenge proposed back-charges, deductions, and set-offs, providing contractual and documentary justification where applicable.
• Maintain a professional working relationship with commercial and project stakeholders while firmly protecting Litco's financial interests.

Cost Monitoring & Commercial Reporting

• Prepare periodic commercial reports covering applications, certifications, collections, variations, claims, and outstanding commercial matters.
• Monitor project financial performance against the agreed contract value and identify potential cost or margin exposure.
• Highlight commercial risks, recovery issues, and potential entitlement concerns to management at an early stage.
• Maintain an organized project commercial file containing contracts, correspondence, payment certificates, notices, variation submissions, claim documents, and supporting records.
• Ensure commercial documentation is kept current and readily available for project reviews and audits.

Candidate Requirements

• Bachelor's degree in Quantity Surveying, Civil Engineering, Construction, or a related discipline.
• Demonstrable experience in preparing and submitting Interim Payment Applications (IPAs).
• Practical experience handling variations, VO submissions, and contractual claims from preparation through negotiation.
• Previous experience dealing directly with main contractor QS/commercial teams and consultants.
• Good understanding of FIDIC contracts and UAE construction/commercial practices.
• Strong ability to prepare contractual correspondence, commercial submissions, claim narratives, and supporting documentation.
• Experience within steel structures, metalworks, fabrication, erection, or related construction subcontracting will be highly advantageous.
• UAE project experience is strongly preferred.
• Strong commercial negotiation, measurement, analytical, documentation, and communication skills.
