Commissioning Manager

1. Develop, manage and implement the overall Commissioning & Start-Up Plan, including commissioning procedures, schedules, manpower and resources.
2. Lead and coordinate all commissioning activities for sewerage tunnels, wastewater systems, pumping stations, shafts, treatment/interface facilities, MEP systems, electrical systems, instrumentation and control/SCADA systems.
3. Review and approve commissioning procedures, method statements, inspection and test plans, check sheets and commissioning dossiers.
4. Coordinate closely with the Client, Consultant, EPC/Contractor, Design Consultant and specialist subcontractors to ensure smooth commissioning and project handover.
5. Plan and monitor pre-commissioning, commissioning, testing, start-up, performance testing and reliability testing activities.
6. Ensure systems are mechanically complete and ready for commissioning, including clearance of construction punch lists and outstanding works.
7. Manage system/subsystem turnover and ensure completion of all required testing and commissioning documentation.
8. Coordinate testing of electrical, mechanical, instrumentation, control, SCADA and associated utility systems.
9. Ensure commissioning activities are carried out in accordance with approved HSE procedures, quality requirements and project specifications.
10. Identify commissioning constraints, technical issues and interfaces and develop corrective actions to maintain the commissioning schedule.
11. Monitor commissioning progress and provide regular reports, dashboards and updates to Project Management and the Client.
12. Coordinate integrated system testing, operational trials and performance testing with all relevant stakeholders.
13. Supervise and coordinate specialist commissioning teams, vendors and subcontractors.
14. Ensure proper training and knowledge transfer to the Client's operations and maintenance personnel.
15. Lead the preparation and completion of as-built documentation, O&M manuals, test records, commissioning dossiers and final handover documentation.
16. Support final acceptance, taking-over and project close-out activities.

Desired Candidate Profile

Minimum 15 years of relevant experience in commissioning and start-up activities for major wastewater management, sewerage, sewage treatment, pumping station and/or sewerage tunnel projects.
