What they need

Our client is a nationally recognized, full-service EPC contractor with nearly 60 years of experience delivering critical energy, power, and heavy-industrial infrastructure across the United States.

The company has extensive experience across power generation, electrical infrastructure, substations, switchyards, oil & gas, industrial facilities, utility-scale solar, BESS, and other emerging energy markets. With in-house engineering, procurement, construction, fabrication, startup, and commissioning capabilities, they deliver complex projects across the full project lifecycle.

We are looking for an experienced Commissioning Engineering Manager to lead commissioning activities on a major power generation and substation project in West Texas.

This is a senior, high-visibility position responsible for managing the on-site commissioning team and overseeing the commissioning process from construction turnover through energization, startup, testing, and final handover.

The role is primarily focused on leadership, technical oversight, and project coordination rather than hands-on commissioning.

Key Responsibilities

  • Lead and manage the on-site commissioning team throughout the project lifecycle
  • Develop, coordinate, and oversee commissioning plans, schedules, systemization, turnover, startup, and final handover
  • Review and approve commissioning plans, Methods of Procedure (MOPs), LOTO procedures, switching procedures, energization plans, and testing procedures
  • Coordinate commissioning activities across electrical, mechanical, controls, instrumentation, and Balance-of-Plant systems
  • Work closely with Construction, Engineering, Quality, HSE, Project Management, Owners, Utilities, OEMs, and subcontractors to ensure systems are ready for commissioning
  • Verify construction completion, QA/QC release, punch-list status, documentation, and other commissioning prerequisites before systems are energized or turned over
  • Oversee switching, energization, startup, functional testing, integrated testing, performance testing, and operational readiness activities
  • Coordinate OEM and vendor startup activities and ensure supporting systems are complete and ready
  • Review one-line and three-line diagrams, protection drawings, P&IDs, control schematics, I/O lists, communication drawings, and vendor documentation
  • Identify commissioning risks, technical issues, interface gaps, and schedule constraints and drive them through to resolution
  • Provide technical leadership during troubleshooting and determine appropriate solutions across design, construction, equipment, controls, and commissioning issues
  • Maintain commissioning progress, system readiness, testing status, punch-list tracking, and turnover reporting
  • Ensure commissioning documentation and turnover packages are complete and meet project, contractual, technical, utility, and Owner requirements
  • Mentor and provide technical leadership to commissioning engineers, specialists, technicians, and supporting personnel

What We're Looking For

  • 10+ years of progressive experience in commissioning, startup, testing, field engineering, or a related power/industrial environment
  • Strong electrical commissioning background with working knowledge of mechanical, controls, instrumentation, and BOP systems
  • Strong understanding of commissioning methodology, construction turnover, systemization, energization, startup, integrated testing, and performance testing
  • Experience developing or reviewing commissioning plans, MOPs, LOTO procedures, switching procedures, energization plans, testing procedures, and turnover documentation
  • Ability to read and interpret one-line and three-line diagrams, protection drawings, P&IDs, control schematics, I/O lists, and vendor documentation
  • Previous experience leading multi-discipline commissioning teams on complex power generation, utility, industrial, or infrastructure projects
  • Strong experience coordinating with Owners, EPC teams, Utilities, OEMs, subcontractors, Engineering, Construction, Quality, HSE, and Operations
  • Strong technical writing, troubleshooting, leadership, organizational, and communication skills
  • Ability to make sound technical and field decisions under schedule pressure while maintaining safety and project requirements
  • Experience with power generation, substations, switchyards, or other complex electrical infrastructure is highly preferred
  • Must be comfortable working full-time on-site in West Texas for the duration of the project
