Community Manager Position Summary

We are seeking an experienced and motivated Community Manager to oversee the day-to-day operations of a 121-unit mixed-income apartment community consisting of approximately 50% market-rate and 50% Low-Income Housing Tax Credit (LIHTC) units.

The Community Manager is responsible for the overall performance of the property, including leasing and occupancy, LIHTC compliance, resident relations, financial performance, property appearance, maintenance operations, and team leadership. This position directly supervises a Leasing Agent and Maintenance Supervisor and works closely with regional and corporate leadership to ensure the community meets operational, financial, and service expectations.

The ideal candidate is organized, financially minded, comfortable managing both market-rate and affordable housing requirements, and able to balance resident satisfaction with the business needs of the property.

Essential Responsibilities: Property Operations & Financial Performance

  • Oversee all day-to-day operations of the community and ensure established policies and procedures are followed.
  • Maintain strong occupancy and minimize vacancy through effective leasing, renewal, and resident retention strategies.
  • Monitor rental rates, concessions, traffic, occupancy, and market conditions and make recommendations as needed.
  • Review property financial performance, including income, expenses, delinquencies, and budget variances.
  • Assist with annual budget preparation and ongoing expense management.
  • Review and approve invoices, ensure accurate coding, and monitor property expenses.
  • Manage resident accounts, collections, delinquency follow-up, and other accounts receivable activity.
  • Ensure rents, fees, concessions, deposits, and other charges are accurately recorded.
  • Identify opportunities to improve property performance, control expenses, and increase revenue while maintaining a high-quality resident experience.

LIHTC Compliance

  • Oversee compliance for the community's LIHTC units and ensure all applicable affordable housing requirements are followed.
  • Manage initial certifications, annual recertifications, interim certifications when applicable, and required resident documentation.
  • Review income and asset documentation for accuracy and completeness.
  • Monitor income limits, rent limits, utility allowances, and unit eligibility requirements.
  • Maintain accurate and complete compliance files and ensure documentation is prepared for internal and external audits.
  • Work closely with compliance and corporate teams to resolve discrepancies and maintain the property's good standing.
  • Stay current on LIHTC requirements and company compliance procedures.

Leasing & Resident Relations

  • Supervise leasing activity and ensure prospective residents receive timely, professional service.
  • Monitor lead follow-up, applications, approvals, move-ins, renewals, and move-outs.
  • Support the Leasing Agent with challenging applications, resident situations, and leasing needs.
  • Ensure marketing and leasing efforts appropriately support both market-rate and affordable units.
  • Build positive resident relationships and address concerns professionally and consistently.
  • Manage lease violations, resident disputes, payment issues, and other escalated resident matters.
  • Coordinate resident communication regarding community policies, maintenance projects, inspections, and other property matters.
  • Promote resident retention through responsive service and consistent community standards.

Team Leadership

  • Directly supervise, train, coach, and support the Leasing Agent and Maintenance Supervisor.
  • Establish clear expectations and hold team members accountable for performance and customer service.
  • Conduct regular team meetings and maintain effective communication between leasing and maintenance.
  • Assist with hiring, onboarding, training, performance management, and employee development.
  • Review schedules and ensure appropriate coverage for the community.
  • Create a positive, professional work environment focused on teamwork, accountability, and resident service.

Maintenance & Property Standards

  • Work closely with the Maintenance Supervisor to ensure service requests, preventative maintenance, unit turns, inspections, and property projects are completed timely and effectively.
  • Regularly walk the property and inspect common areas, grounds, vacant units, and building conditions.
  • Monitor unit turn times and coordinate with maintenance and leasing to minimize vacancy.
  • Assist with prioritizing maintenance projects and capital needs.
  • Coordinate with vendors and contractors as necessary and monitor quality and completion of work.
  • Ensure the community is maintained to company standards for cleanliness, appearance, safety, and functionality.
  • Assist with emergency response and property-related issues as needed.

Compliance & Risk Management

  • Ensure compliance with Fair Housing laws, LIHTC requirements, lease requirements, and company policies.
  • Maintain accurate resident, property, employee, and compliance documentation.
  • Coordinate required property inspections and assist with responses to findings.
  • Document resident and property issues appropriately.
  • Identify potential safety, liability, or operational concerns and communicate them promptly to leadership.
  • Follow company procedures related to evictions, reasonable accommodations, incidents, and other sensitive resident matters.

Qualifications

  • Previous property management experience required; Community Manager or Assistant Community Manager experience preferred.
  • LIHTC or affordable housing experience strongly preferred.
  • Knowledge of Fair Housing requirements and residential property management practices.
  • Experience supervising employees and managing day-to-day team performance.
  • Strong understanding of leasing, collections, resident relations, and property financial performance.
  • Ability to read and understand property financial reports and budgets.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines.
