About CPMC, LLC

CPMC is a Service-Disabled Veteran Owned Small Business (SDVOSB) that makes complex program management concepts simple. Through structured consulting, analytic tools, and training service methodologies, we help organizations accomplish a wide range of program management goals — from establishing and operating a Program Management Office (PMO) over the long term to training individual learners on the foundational concepts of Program Management.

Program Overview

CPMC is standing up the Program Management Office (PMO) and the Contracts/Subcontracts function supporting HHS's comprehensive legal services program for Unaccompanied Alien Children (UAC) currently in — or previously released from — Office of Refugee Resettlement (ORR) custody. CPMC does not deliver any direct legal services under this contract; our scope is limited to PMO oversight, governance, financial administration, and subcontractor management on behalf of HHS. This position directly supports that mission.

Position Summary

The Compliance Manager holds primary accountability for the program's Quality Management Plan (QMP) and for ensuring full compliance with the government-issued Quality Assurance Surveillance Plan (QASP). Reporting into PMO leadership, this role owns Organizational Conflict of Interest (OCI) tracking and management, monitors and reports on Service Level Agreement (SLA) performance, and directs the program's federal records management function in accordance with ORR and NARA requirements. The Compliance Manager leads a team of at least five (5) compliance, quality, and records staff, and serves as the PMO's principal interface for audits, corrective actions, and customer-satisfaction measurement.

Key Responsibilities

Quality Management & QASP Compliance

Serve as the primary owner of the Quality Management Plan (QMP) — authoring, maintaining, and continuously improving the plan across the life of the contract.

Ensure full compliance with the Quality Assurance Surveillance Plan (QASP), aligning internal quality controls to every government-monitored performance standard.

Establish and maintain the quality metrics, evidence artifacts, and reporting cadences required by the Contracting Officer's Representative (COR).

Audits, CAPs & Continuous Improvement

Plan, schedule, and conduct internal quality and compliance audits across PMO functions and subcontractor deliverables.

Identify findings, open Corrective Action Plans (CAPs), and track each CAP to closure with documented root-cause analysis, remediation evidence, and verification of effectiveness.

Trend audit and CAP data to drive process improvement across the PMO.

OCI Tracking & Management

Own the program's Organizational Conflict of Interest (OCI) register — logging, evaluating, and dispositioning potential and actual conflicts across employees, subcontractors, and program partners.

Coordinate mitigation plans with Contracts, Legal/Ethics, and PMO leadership; ensure disclosures and updates are provided to the customer on the required cadence.

SLA Monitoring & Reporting

Monitor Service Level Agreement (SLA) performance across PMO functions and subcontractors; produce periodic SLA compliance dashboards and reports for internal leadership and the government customer.

Investigate SLA misses, drive corrective action, and communicate performance trends and risks in a clear, decision-ready format.

Customer Satisfaction

Design, administer, and analyze customer satisfaction surveys targeting HHS/ORR stakeholders and other identified customer groups.

Translate survey results into actionable improvement initiatives and report outcomes to PMO leadership and the customer.

Federal Records Management Oversight

Oversee the team responsible for the program's federal records management responsibilities, including:

Casefile lifecycle management — closure, compilation, and secure storage of UAC-related program records.

Physical packaging and shipment of records to the ORR Federal Records Center in accordance with NARA specifications.

Litigation-hold handling — implementing, tracking, and releasing holds in coordination with Legal and the customer.

Ensure chain-of-custody, access controls, and retention schedules meet federal, HHS, and ORR requirements.

Team Leadership

Lead, mentor, and develop a team of at least five (5) compliance, quality assurance, and records management staff.

Set performance expectations, conduct performance management, allocate workload, and build a culture of accountability, precision, and continuous improvement.

Required Qualifications

U.S. Citizenship; ability to obtain and maintain an HHS Public Trust background investigation.

Bachelor's degree in Business, Public Administration, Quality Management, Information Management, or a related discipline (equivalent experience considered).

7+ years of progressively responsible experience in compliance, quality management, or program governance on federal contracts.

3+ years directly managing a team of five (5) or more compliance, quality, or records staff.

Demonstrated experience owning a Quality Management Plan (QMP) and operating under a government-issued QASP.

Hands-on experience conducting audits and managing CAPs through documented closure.

Working knowledge of OCI identification, mitigation, and reporting on federal contracts (FAR Subpart 9.5).

Experience defining, monitoring, and reporting on SLAs in a PMO or shared-services environment.

Familiarity with NARA records management requirements, federal records retention/transfer procedures, and litigation-hold processes.

Excellent written and verbal communication skills, including experience briefing federal customers.

Preferred Qualifications

Prior experience supporting HHS, ORR, or another federal health/human services customer.

Experience in a PMO stand-up environment.

Professional certifications such as PMP, CGAP, CIA, CQA, ASQ CMQ/OE, Lean Six Sigma (Green/Black Belt), or CRM (Certified Records Manager).

Familiarity with subcontractor oversight and performance management under federal prime contracts.

Work Environment

100% Remote Telework (U.S.-based). Occasional travel to the Washington, D.C. Capital Area or the ORR Federal Records Center may be required to support audits, records transfers, or customer meetings.
