We’re Hiring: Labor and Subcontractor Compliance Specialist

Are you experienced in construction compliance, prevailing wage regulations, and subcontractor management? We’re looking for a Labor and Subcontractor Compliance Specialist to oversee certified payroll, labor compliance, insurance, bonding, and subcontractor documentation for construction projects.

The ideal candidate has extensive experience working with non-union contractors in California , particularly on prevailing wage, public works, Project Labor Agreement (PLA), and private construction projects.

Key Responsibilities:

• Certified Payroll and Prevailing Wage Compliance: Prepare and review certified payroll reports (CPRs), verify wage determinations, worker classifications, fringe benefits, and payroll accuracy, and ensure timely submissions.
• Subcontractor Compliance: Audit subcontractor payroll records, identify discrepancies, track missing submissions, and coordinate corrective actions.
• Apprenticeship Program Coordination: Monitor apprentice utilization, apprentice-to-journeyman ratios, enrollment, and reporting requirements in coordination with the AGC of San Diego Apprenticeship program.
• PLA and Skilled Workforce Compliance: Monitor compliance with Project Labor Agreements (PLAs), Skilled Workforce Requirements (SWR), and Construction Workforce Agreements (CWAs), where applicable.
• Insurance and Bonding: Verify Certificates of Insurance (COIs), required endorsements, and performance and payment bonds. Monitor expiration dates and coordinate renewals.
• Compliance Data Management: Maintain subcontractor compliance records in Vista by Viewpoint, including insurance, bonds, certified payroll status, and expiration dates.
• Audits and Reporting: Conduct wage and hour audits, maintain audit-ready documentation, prepare compliance reports, and communicate outstanding compliance issues to subcontractors.
• Cross-Functional Coordination: Collaborate with project managers, estimators, and accounting teams to ensure compliance requirements are incorporated into subcontract agreements and completed before work begins.

Qualifications:

• Proven experience in construction labor compliance, certified payroll, prevailing wage, or subcontractor compliance.
• Strong working knowledge of California DIR requirements, Washington State L&I regulations, and federal Davis-Bacon requirements .
• Extensive experience with public works projects, prevailing wage requirements, and Project Labor Agreements (PLAs).
• Experience working with non-union construction contractors, preferably in California.
• Knowledge of apprenticeship utilization, wage determinations, fringe benefit calculations, and apprentice-to-journeyman ratios.
• Experience reviewing Certificates of Insurance (COIs), insurance endorsements, and performance and payment bonds.
• Familiarity with Vista by Viewpoint , particularly its subcontractor compliance module, is an advantage.
• Strong analytical, organizational, documentation, and communication skills.
• Ability to identify compliance gaps, resolve discrepancies, and coordinate with internal and external stakeholders.
