The Opportunity

We are looking for an experienced engineer to help manage the technical and administrative side of active construction projects at Fort Devens.

This position is a strong fit for someone who enjoys working where engineering, construction, contracts, quality, schedules, and project coordination come together. You will work with government representatives, contractors, designers, and project teams to keep work progressing and resolve issues as they arise.

Your Day-to-Day Work

  • Act as a technical point of contact between the construction team, government representatives, contractors, and design professionals.
  • Follow construction progress and compare actual work against approved schedules, budgets, drawings, and contract requirements.
  • Review contractor submissions, technical documents, schedules, and project plans and provide clear engineering feedback.
  • Visit the construction site regularly to observe work, investigate issues, and document project conditions.
  • Evaluate construction problems and help develop workable solutions while considering design intent, specifications, cost, and schedule.
  • Review progress information and help determine whether reported completion levels support contractor payment requests.
  • Assist with changes to the work, including scope development, estimates, supporting documentation, and contract modifications.
  • Analyze contractor requests involving additional cost, delays, time extensions, or other contractual matters.
  • Maintain organized records of RFIs, deficiencies, inspections, testing, submittals, changes, and corrective actions.
  • Review contractor quality and safety processes and verify that required controls are being followed.
  • Observe critical construction activities and confirm that required inspections and testing are completed.
  • Coordinate testing and verification of materials such as concrete and soils, as well as building systems including mechanical, electrical, and plumbing work.
  • Review site layout, elevations, dimensions, and other field conditions before and during construction.
  • Help identify incomplete or nonconforming work and follow up until corrective action is documented.
  • Participate in preconstruction meetings, progress reviews, quality meetings, and other project discussions.
  • Prepare concise technical reports, meeting records, project updates, correspondence, and recommendations.
  • Support project closeout by tracking remaining work, documentation, deficiencies, and required approvals.
  • Use RMS (Resident Management System) for applicable project documentation and submittal activities.
  • Provide project updates and technical recommendations to senior government and management personnel.

What You Need

  • Bachelor’s degree or higher in Engineering from an ABET-accredited program.
  • At least 7 years of relevant experience in construction engineering, contract administration, office engineering, construction management, or engineering design.
  • Strong understanding of construction processes, contract documents, drawings, specifications, schedules, and project controls.
  • Experience coordinating multiple project activities and working with contractors and project stakeholders.
  • Ability to understand technical problems and translate them into practical recommendations.
  • Strong written communication skills with experience producing professional reports and project documentation.
  • Good verbal communication skills for meetings, coordination, and field discussions.
  • Ability to work independently and make sound decisions within established project requirements.
  • Experience with RMS is preferred.
  • Ability to obtain and maintain required access to a military installation.

Experience That Will Stand Out

Candidates with experience on USACE, DoD, Air Force, military installation, or other government construction projects are strongly preferred.

Additional value will come from experience with:

  • Construction Quality Control / Quality Assurance
  • Three-phase inspection processes
  • Contractor submittals and shop drawings
  • RFIs and deficiency tracking
  • Construction schedules and CPMs
  • Change orders and contract modifications

  • Cost and price analysis
  • Concrete and soil testing
  • Construction safety and environmental requirements
  • Government construction reporting and documentation

The Right Person for This Role

You should be comfortable wearing several hats—engineer, project coordinator, construction reviewer, and problem solver.
