About the Company

Our client is an international project management and construction consultancy providing Owner's Representative and Project Management Consultancy (PMC) services for large-scale construction and infrastructure projects.

Position Overview

We are seeking an experienced Construction EHS Director to lead environmental, health, and safety oversight for a major construction project in Chonburi.

The successful candidate will represent the Project Owner through the PMC team, ensuring that main contractors and subcontractors implement effective EHS management systems, comply with project safety requirements, and maintain safe operations throughout construction, commissioning, energization, and project handover.

Key Responsibilities

  • Develop and implement project-wide EHS strategies, safety plans, risk management frameworks, and performance objectives.
  • Oversee EHS performance of main contractors and subcontractors, ensuring compliance with project requirements and applicable safety regulations.
  • Review and evaluate Construction EHS Plans, Risk Assessments, Method Statements, JSA/JHA, and Permit-to-Work (PTW) procedures.
  • Monitor high-risk construction activities, including lifting operations, Elevated Work Activities, confined spaces, excavation, electrical works, and Lockout/Tagout (LOTO).
  • Oversee safety management during pre-commissioning, commissioning, energization, and simultaneous operations (SIMOPS).
  • Conduct site safety inspections, contractor EHS audits, and management safety walks.
  • Lead the Owner's Representative response to significant incidents and high-potential events, including investigation oversight, root-cause analysis, and corrective-action verification.
  • Evaluate contractor safety performance, identify potential risks, and recommend preventive and corrective measures.
  • Establish and monitor EHS KPIs, audit findings, incident statistics, and safety performance reports.
  • Coordinate with project leadership, contractors, consultants, and the Project Owner to resolve safety-related issues.
  • Prepare and present EHS reports, audit results, and risk assessments to senior management in English and Thai.
  • Promote a proactive safety culture and ensure effective implementation of EHS standards throughout the project lifecycle.

Requirements

  • Bachelor's degree in Occupational Health & Safety, Engineering, Environmental Science, or a related field.
  • Minimum 20 years of progressive EHS experience, including at least 5 years in a senior EHS leadership role.
  • Extensive experience overseeing EHS management on large-scale, high-risk, multidisciplinary construction projects.
  • Experience working as an Owner's Representative, PMC, or Consultant is highly preferred.
  • Direct experience in Data Centers, Mission-Critical Facilities, or Major Infrastructure Projects is strongly preferred.
  • Candidates from Oil & Gas, Petrochemical, Power Plant, or other high-risk industries will also be considered if they have relevant construction and commissioning safety experience.
  • Strong knowledge of PTW, JSA/JHA, Risk Assessment, LOTO, Energization, SIMOPS, and Construction Safety Management.
  • Proven experience managing main contractors and multiple subcontractors.
  • Strong understanding of Thai EHS regulations and international safety management standards.
  • Experience in ISO 45001 / ISO 14001 audits is an advantage.
  • Professional certifications such as NEBOSH, CSP, CMIOSH, or ISO Lead Auditor are an advantage.
  • Must meet applicable Thai statutory safety-professional qualification requirements.
  • Excellent English and Thai communication skills, including executive reporting, presentations, and stakeholder meetings.
  • Strong leadership, decision-making, contractor management, and problem-solving skills.
  • Able to work full-time on-site in Chonburi under a 1-year employment contract.

Remarks

  • This position represents the Project Owner / PMC, focusing on EHS oversight, contractor compliance, auditing, and risk management rather than direct contractor-side safety execution.
  • Candidates must demonstrate strong experience in construction safety management, contractor supervision, and high-risk project environments.
