Construction Engineer - Underground Utilities

Black Ark Builders is a growing Boise/Meridian heavy civil contractor looking for a Project Engineer who understands construction and wants to be involved in the work—not buried in paperwork.

We work on Idaho heavy civil and infrastructure projects, including underground utilities, water/wastewater facilities, deep excavation, earthwork, concrete, and municipal construction.

We're looking for someone who can work closely with our Project Manager, Superintendent, and field crews to keep projects organized, documented, and moving forward.

What You'll Do

• Support active heavy civil construction projects from preconstruction through closeout
• Prepare, track, and coordinate RFIs and submittals
• Review plans, specifications, drawings, and project documents
• Assist with change orders and project documentation
• Support pay applications and progress tracking
• Track quantities, materials, procurement, and project costs
• Assist with project scheduling and look-ahead planning
• Coordinate with vendors, subcontractors, owners, engineers, and field personnel
• Maintain project records and closeout documentation
• Help identify outstanding items and follow up until they're resolved
• Work with field leadership to understand what's happening in the field and make sure the office side stays aligned

We're Looking For

• Construction/project engineering experience
• Strong understanding of how construction projects are actually built
• Experience with RFIs, submittals, procurement, scheduling, quantities, change orders, or closeout
• Ability to read and understand construction plans and specifications
• Strong organization and follow-through
• Clear communication with both office and field personnel
• Ability to work independently and keep track of multiple moving parts
• Heavy civil, underground utility, water/wastewater, excavation, concrete, or municipal construction experience preferred

Software

Experience with any of the following is a plus:

• Procore
• Bluebeam
• PlanGrid / Autodesk Construction Cloud
• Microsoft Project
• Primavera P6
• Excel / Google Sheets
• Other construction management or project-control software

Local Experience Preferred

This position is based in the Boise/Meridian, Idaho area.

We are particularly interested in candidates who are already working in the local Idaho construction market and understand the type of projects, contractors, subcontractors, and field conditions common to this area.

Candidates outside the Boise/Meridian area must be willing to relocate at their own expense.
