Key Responsibilities

  • Review and evaluate contractor payment applications, certifications for payment, and construction change order requests, providing recommendations to project leadership.
  • Prepare monitoring reports, project status updates, and field observation summaries for the Project Manager.

  • Support the development and execution of construction document review processes, including milestone reviews at various project stages.
  • Verify that construction contracts include all required provisions related to contractor compliance, safety standards, and regulatory requirements.
  • Monitor project schedules, budgets, risks, and quality metrics to ensure successful project delivery.
  • Collaborate with project stakeholders, subrecipients, contractors, and regulatory agencies to resolve issues and maintain compliance.
  • Ensure all oversight activities comply with federal, state, local, and program-specific regulations and requirements.
  • Provide technical guidance and oversight to field staff, fostering consistency, accountability, and quality across all construction monitoring activities.

Required Qualifications

  • Bachelor’s degree or higher in Construction Management, Engineering, Architecture, Project Management, or a related field.
  • OSHA 30-Hour Construction Safety Certification.
  • Minimum of five (5) years of experience in construction management, construction oversight, or related infrastructure project management roles.
  • Experience supporting federally funded infrastructure projects.
  • Strong knowledge of construction processes, contract administration, project controls, and quality assurance practices.
  • Excellent verbal and written communication skills with the ability to prepare professional reports and communicate effectively with diverse stakeholders.
  • Strong organizational, leadership, and problem-solving skills.
  • Ability to manage multiple projects and priorities simultaneously while maintaining attention to detail.
  • Must be authorized to work in Puerto Rico and be available for local travel to project sites.

  • Knowledge of Puerto Rico Occupational Safety and Health Administration (PR OSHA) requirements and environmental compliance regulations.
  • Prior experience reviewing construction change orders, contractor payment requests, and compliance documentation for public infrastructure projects.
