Location: Dallas/Fort Worth, TX
Compensation: $175,000+ annually, depending on experience
Employment Type: Full-Time | Contingent Upon Contract Award

Position Overview

We are seeking an accomplished Program Manager with extensive experience leading large-scale public-sector capital improvement programs, particularly those involving cultural and performing arts facilities, public safety facilities, and major municipal infrastructure projects.

The ideal candidate will bring a strong background in municipal government operations, bond-funded capital programs, complex public-sector procurement, program governance, financial oversight, and community engagement.

This individual will serve as a strategic advisor and primary liaison between municipal leadership, elected officials, government agencies, design and construction teams, and community stakeholders.

Success in this role requires more than technical construction expertise. The selected professional must demonstrate exceptional executive presence, political awareness, sound judgment, and the ability to build credibility with senior government officials and community leaders.

The Program Manager will oversee the planning, implementation, and execution of complex capital improvement initiatives, ensuring projects are delivered in alignment with approved budgets, schedules, regulatory requirements, and public-sector objectives.

Key Responsibilities

Capital Improvement Program Management

  • Lead and oversee large-scale, multi-project municipal capital improvement programs from initial planning through design, procurement, construction, closeout, and occupancy.
  • Provide comprehensive program management and Owner's Representative services for complex public-sector infrastructure and facility developments.
  • Manage programs involving public safety facilities, performing arts and cultural centers, municipal buildings, and other community-serving infrastructure.
  • Develop program implementation strategies, establish priorities, and coordinate multiple concurrent projects to achieve established objectives.
  • Direct multidisciplinary teams of architects, engineers, construction managers, contractors, consultants, and agency representatives.
  • Identify and proactively mitigate risks affecting program budgets, schedules, quality, compliance, and stakeholder expectations.

Municipal Government Relations & Community Engagement

  • Serve as a senior-level liaison with municipal leadership, elected officials, government agencies, and community stakeholders.
  • Prepare and deliver program updates, financial reports, schedules, and recommendations to city and county leadership, governing bodies, and executive stakeholders.
  • Navigate complex government decision-making processes, approval structures, and competing stakeholder priorities.
  • Build and maintain productive relationships with municipal departments, regulatory agencies, community representatives, and project partners.
  • Facilitate public meetings, community engagement initiatives, and stakeholder presentations related to high-visibility capital projects.
  • Demonstrate diplomacy, professionalism, and political awareness when representing programs before elected officials and public audiences.

Bond-Funded Programs & Financial Oversight

  • Oversee financial planning and execution of large-scale, bond-funded capital improvement programs.
  • Develop and manage comprehensive program budgets, cost estimates, multi-year funding profiles, cash-flow projections, and financial forecasts.
  • Monitor expenditures, commitments, contingencies, and overall program financial performance.
  • Coordinate financial reporting and accountability requirements associated with municipal funding and public bond programs.
  • Establish and maintain project controls to monitor cost, schedule, scope, and performance across multiple projects.
  • Identify potential budget risks and recommend corrective actions to maintain financial and program objectives.
  • Prepare executive-level financial and performance reports for government stakeholders.

Public-Sector Procurement, Governance & Compliance

  • Manage and coordinate procurement activities in accordance with municipal policies, public-sector purchasing requirements, and established program procedures.
  • Support consultant and contractor selection processes, including RFQs, RFPs, evaluations, contract negotiations, and procurement recommendations.
  • Ensure transparency, documentation, accountability, and compliance throughout procurement and contract administration.
  • Coordinate with government agencies and legal, financial, and procurement stakeholders to support appropriate approvals and governance requirements.
  • Establish program reporting structures, performance measures, and oversight procedures.
  • Ensure adherence to applicable regulatory, contractual, quality, and public-sector compliance requirements.

Design, Construction & Program Execution

  • Provide oversight of architectural, engineering, and construction activities throughout the project lifecycle.
  • Coordinate with design professionals, construction managers, general contractors, and specialty consultants to maintain program alignment.
  • Review design progress, project schedules, cost estimates, construction milestones, and change orders.
  • Monitor contractor performance, quality standards, and project delivery expectations.
  • Resolve complex program issues involving multiple agencies, technical disciplines, and stakeholder groups.
  • Oversee project closeout, commissioning, occupancy coordination, and post-construction activities.

Required Qualifications

  • Minimum 10 years of progressively responsible experience in construction program management, capital improvement program delivery, engineering, architecture, or a closely related field, including substantial public-sector experience.
  • Demonstrated success managing large-scale municipal or public-sector capital improvement programs, preferably with total program values of $100 million or more.
  • Extensive experience working directly with municipal governments, public agencies, elected officials, and executive leadership.
  • Experience overseeing capital improvement programs involving public safety facilities, performing arts or cultural facilities, or similarly complex civic developments.
  • Strong knowledge of bond-funded capital programs, public funding mechanisms, multi-year capital planning, and financial accountability.
  • Demonstrated experience navigating complex public-sector procurement, program governance, compliance, and reporting requirements.
  • Proven ability to manage multidisciplinary teams and multiple concurrent construction projects.
  • Strong understanding of design and construction processes, project controls, cost management, scheduling, risk management, and contract administration.
  • Experience preparing and delivering presentations, financial reports, and program updates to senior government officials and governing bodies.
  • Exceptional communication, negotiation, relationship management, and conflict-resolution skills.
  • Demonstrated ability to build trust, navigate sensitive stakeholder relationships, and maintain credibility in politically visible environments.
  • Bachelor's degree in Engineering, Architecture, Construction Management, or a related discipline.

Preferred Qualifications

  • Professional Engineer (PE) or Registered Architect (RA), preferably licensed in Texas.
  • Program Management Professional (PgMP), Project Management Professional (PMP), or Certified Construction Manager (CCM) certification.
  • Advanced degree in Engineering, Architecture, Construction Management, Business Administration, or a related discipline.
  • Direct experience managing municipal bond-funded capital improvement portfolios.
  • Previous experience serving as an Owner's Representative or senior program leader for city, county, or other government agencies.
  • Experience managing the development or modernization of police facilities, fire stations, emergency operations centers, performing arts centers, or other specialized civic facilities.
  • Experience with public presentations, city council briefings, community advisory groups, and politically sensitive projects.
  • Familiarity with North Texas municipal government structures, procurement practices, and capital improvement initiatives.

Ideal Candidate Profile

The successful candidate will be a seasoned public-sector program management professional who combines strong technical expertise with strategic leadership and exceptional stakeholder management capabilities.

This individual should be equally comfortable reviewing complex construction budgets, directing multidisciplinary teams, navigating government procurement requirements, and presenting recommendations before municipal leadership.

The ideal candidate will demonstrate:

  • A proven track record managing high-value municipal capital improvement programs.
  • Strong financial stewardship and experience overseeing publicly funded construction initiatives.
  • The ability to communicate effectively with elected officials, executive leadership, and community stakeholders.
  • A comprehensive understanding of public-sector governance, procurement, and regulatory requirements.
  • Strong leadership, executive presence, diplomacy, and political awareness.
  • A solutions-oriented approach to complex program challenges and competing stakeholder priorities.

Compensation & Benefits

Annual Salary: $175,000+, commensurate with experience, professional credentials, and program responsibilities.

A comprehensive benefits package is anticipated, including:

  • Medical, dental, and vision insurance
  • Life and AD&D insurance
