What they need

Position Summary

We are seeking an experienced Quality Control Manager (QCM) with a strong background in government and federal contracting. The QCM will develop, implement, and oversee the Contractor Quality Control (CQC) program to ensure all work meets contract specifications, applicable codes, federal standards, and agency requirements (such as USACE, NAVFAC, DoD, GSA, or similar).

This role serves as the primary quality authority on the project or contract and is the main point of contact with government quality assurance representatives, Contracting Officer Representatives (CORs), and Quality Assurance Evaluators (QAEs).

Key Responsibilities

  • Develop, implement, and maintain the Contractor Quality Control (CQC) Plan / Quality Control Plan (QCP) in accordance with contract documents, Performance Work Statement (PWS), and federal agency requirements.
  • Administer the Three-Phase Control Process (Preparatory, Initial, and Follow-Up inspections) and document all activities.
  • Conduct daily quality inspections across civil, structural, architectural, MEP, and other definable features of work.
  • Review submittals, RFIs, drawings, and specifications for compliance.
  • Identify deficiencies, track corrective and preventive actions (CAPA), and verify closeout.
  • Prepare and maintain daily QC reports, inspection logs, deficiency logs, test records, and other required documentation (including RMS/QCS where applicable).
  • Coordinate with Project Managers, Superintendents, SSHOs, subcontractors, and government inspectors.
  • Support project closeout, punch lists, as-builts, and final inspections.
  • Promote a culture of quality and continuous improvement while ensuring alignment with safety standards (including EM 385-1-1 where required).

Minimum Qualifications

  • 5+ years of experience as a Quality Control Manager on government/federal projects (USACE, NAVFAC, DoD, or equivalent strongly preferred).
  • Demonstrated experience implementing CQC programs and the Three-Phase Control Process.
  • Strong knowledge of federal construction or service-contract quality requirements, documentation standards, and government inspection processes.
  • Excellent written and verbal communication skills; ability to interface professionally with government representatives.
  • Proficiency with Microsoft Office and quality/project documentation systems (RMS, QCS, or similar preferred).
  • Ability to obtain and maintain required site access / background credentials.

Required / Preferred Certifications

  • USACE Construction Quality Management for Contractors (CQM-C) certification — typically required or strongly preferred.
  • OSHA 30-Hour Construction (or equivalent).
  • Working knowledge of EM 385-1-1 (for construction roles).
  • Additional quality or facilities certifications (CQM, CFM, ISO 9001 experience) are a plus.

Preferred Experience

  • Direct experience on USACE, NAVFAC, DHA, or other DoD/federal facility or construction contracts.
  • Experience with Performance Work Statements (PWS), Quality Assurance Surveillance Plans (QASP), and Performance Requirements Summaries (PRS).
  • Background in federal construction, facilities O&M, or healthcare/government facility projects (depending on the specific contract).

Embark on a career where your dedication to quality transforms visions into reality! We seek motivated professionals eager to lead with integrity while ensuring every project meets the highest standards of excellence.
