Construction Project Manager – Horizontal Development
Hickory, North Carolina | Multiple Job SitesConstruction / Land Development / Project Management$60,000–$85,000 Base Salary + Performance-Based Bonuses
Company Overview
Legacy Homes is a fast-growing Build-to-Rent real estate and construction company focused on establishing thriving communities across North Carolina and Texas. In just three years, we’ve scaled rapidly by operating with speed, precision, and accountability — guided by our core values of Accountability, Excellence, and Empowered Growth.
We are seeking a Construction Project Manager – Horizontal Development to join our Construction team and oversee the site development and infrastructure work required to bring residential communities from raw land to construction-ready lots.
Why This Role Matters
This is a field-driven project management role responsible for overseeing horizontal construction across multiple active residential developments.
The Construction Project Manager will manage the execution of sitework, grading, utilities, roads, stormwater infrastructure, erosion control, and other land development activities necessary to deliver finished lots on schedule and within budget.
This role directly impacts when vertical construction can begin. Success requires strong knowledge of civil construction, excellent subcontractor management, disciplined scheduling, and the ability to identify and resolve field issues before they delay the project.
This position is best suited for someone with hands-on experience managing residential land development, sitework, or horizontal construction projects who is comfortable taking ownership of projects with minimal day-to-day supervision.
What You’ll Do
- Manage multiple active residential land development projects from pre-construction and mobilization through finished-lot turnover
- Oversee all major horizontal construction activities, including:
- Clearing and grubbing
- Mass grading and earthwork
- Erosion and sediment control
- Stormwater infrastructure
- Water and sewer installation
- Dry utilities
- Curb and gutter
- Road construction and paving
- Sidewalks and other site improvements
- Final grading and lot preparation
- Complete crawl space foundations, mono slab foundation and stem wall foundations
- Develop, maintain, and drive project schedules to ensure lots are delivered on time for vertical construction
- Maintain a consistent on-site field presence across assigned developments
- Coordinate and manage site contractors, utility contractors, engineers, inspectors, municipalities, and other project stakeholders
- Monitor subcontractor performance, manpower, sequencing, and production
- Identify field conflicts, constructability issues, and schedule risks before they impact project milestones
- Review civil plans, grading plans, utility plans, specifications, and project requirements
- Verify work is being completed according to approved plans, specifications, permits, and applicable codes
- Coordinate required inspections, testing, approvals, and project closeout activities
- Track project budgets, change orders, quantities, invoices, and field-level cost variances
- Hold contractors accountable for schedule, quality, safety, and contractual obligations
- Coordinate closely with Acquisition, Pre-Construction, Purchasing, and Vertical Construction teams
- Manage the transition from horizontal development to vertical home construction
- Use Buildertrend and other company systems daily for documentation, scheduling, reporting, and accountability
- Provide leadership with accurate updates regarding project schedules, budgets, risks, and upcoming milestones
- Participate in project meetings and proactively communicate delays, conflicts, and proposed solutions
- Help develop and improve Legacy Homes’ land development processes as the company continues to scale
What We’re Looking For
- 5+ years of construction project management experience, preferably in residential land development, civil construction, or site development
- Demonstrated experience managing horizontal construction projects from mobilization through finished-lot delivery
- Strong working knowledge of grading, utilities, stormwater, road construction, erosion control, and site infrastructure
- Ability to read and interpret civil engineering plans, grading plans, utility plans, and construction specifications
- Experience managing excavation, grading, utility, paving, and other sitework contractors
- Strong understanding of construction sequencing and critical-path scheduling
- Experience coordinating with engineers, municipalities, inspectors, utility providers, and subcontractors
- Strong budget management, change-order management, and cost-control skills
- Ability to manage multiple developments and competing priorities simultaneously
- Strong field problem-solving and decision-making abilities
- Demonstrated ability to hold contractors accountable for schedule, quality, and performance
- Excellent communication skills with contractors, engineers, internal teams, municipalities, and leadership
- High level of personal accountability and ownership
- Proficiency with construction management software; Buildertrend experience strongly preferred
- Willingness to work additional hours, including Saturdays, when project schedules require it
- Valid driver’s license and ability to travel regularly between active job sites
- Employment contingent upon successful background, drug, and driving record screening
Growth & Development
High-performing Construction Project Managers will have opportunities to advance into roles such as Senior Project Manager, Land Development Manager, Regional Construction Manager, or Construction Operations Leadership as Legacy Homes continues its multi-state expansion.
Compensation & Schedule
- $60,000–$85,000 base salary, based on experience and demonstrated performance
- Performance-based and annual bonus opportunities
- Full-time
- On-site / field-based position
- Regular travel between active development sites
- Clear advancement opportunities within Construction, Land Development, and Operations leadership
