Contract Analyst

• Development of outsourcing policies and strategies, vendor development and performance management.
• Audit of vendor compliance to resource requirements and warehousing, in compliance to contract requirements.
• The types of audits to be conducted are as follows:

Ø  Minimum Resource Requirements (MRR) Audit;

Ø  Off-Cycle Requirements Audit (OCRA) Audit;

Ø  Spot Warehouse Audit;

Ø  Scheduled Warehouse Audit;

Ø  Occupational Safety and Health (OSH) Audit; and

Ø  Materials Accounting;

• Monitoring of vendor compliance with applicable government-mandated rules in accordance with contract terms and conditions;
• Monitoring and analysis of vendor performance through validation of debit memo requests and support in the handling of vendor-related incidents;
• Assist in the development and review of Networks outsourcing policies, strategies, guidelines and procedures and business cases;
• Evaluation of contract creation requests in collaboration with expert offices; and Support to vendor sourcing.
• Contract Management o Development of Request for Proposals (RFPs) for outsourced services in compliance with the ERC Procurement Guidelines in coordination with expert offices and resource planners, including the conduct and facilitation of technical evaluation for the pre-selection of qualified bidders and technical bid proposals;
• Development and review of contracts:

Ø  Definition of scope of work, obligations and responsibilities and other standard provisions;

Ø  Implementation of contract amendments; and

Ø  Processing and completion of documentary requirements for the finalization and signing of contracts;

• Conduct and facilitation of technical evaluation for vendor accreditation; o Facilitation of vendor onboarding;
• Overall monitoring, processing, analysis and reporting of Networks contract utilization;
• Design and development of estimated rates based on technical requirements for budgeting purposes;
• Review and recommendation of solutions to address issues on rates and contractor billing; and
• Conduct studies related to contract management (e.g., payment scheme).
