Purpose of Role

We are seeking an experienced Contract Manager to join our established Facilities Management team, overseeing the delivery of a high-profile soft services contract across a portfolio of government office buildings throughout Wales.

This is a key client-facing role focused on operational excellence, contract performance, stakeholder engagement, and continuous service improvement. The successful candidate will be responsible for ensuring high-quality service delivery whilst maintaining strong client relationships across multiple locations.

Whilst the primary office base is Cathays Park, Cardiff, we offer flexibility regarding location, with regular travel required across the Welsh estate.

Job Description

The contract currently delivers a range of soft FM services across a portfolio of office locations including:

• Cardiff (Cathays Park - principal site)
• Swansea
• Newtown
• Aberystwyth
• Merthyr Tydfil
• Llandrindod Wells
• Additional satellite offices across Wales

Current service lines include:

• Cleaning Services
• Grounds Maintenance
• Waste Management
• Security Services

The contract is well established, with a strong emphasis on maintaining service standards, delivering contractual KPIs, and fostering excellent client relationships.

Responsibilities

• Lead the operational delivery of all contracted soft FM services across the portfolio.
• Manage service performance against contractual KPIs, SLAs and compliance requirements.
• Develop and maintain strong relationships with key client stakeholders.
• Act as the primary point of contact for operational matters and service delivery issues.
• Conduct regular performance reviews and service meetings with clients and supply chain partners.
• Manage subcontractor performance, ensuring service standards and contractual obligations are met.
• Drive continuous improvement initiatives and identify opportunities for operational efficiencies.
• Monitor contract financial performance, including budgets, forecasting and cost control.
• Produce and present management reports detailing performance, risks and improvement plans.
• Ensure compliance with health, safety, environmental and quality standards.
• Support contract mobilisation, variation management and service development activities where required.
• Work collaboratively with wider operational teams to deliver a consistent customer experience across the estate.

Essential Qualifications/Skills

• Proven experience in a Contract Manager, Operations Manager or Facilities Manager position.
• Strong understanding of soft FM service delivery, particularly cleaning services.
• Experience managing multi-site operations and subcontractor performance.
• Demonstrable stakeholder and client relationship management experience.
• Strong operational management and problem-solving abilities.
• Experience managing KPIs, SLAs and contract performance frameworks.
• Commercial awareness with experience overseeing budgets and financial performance.
• Excellent communication, presentation and influencing skills.
• Full UK driving licence and willingness to travel across Wales.

Desirable

• Facilities Management qualification or relevant professional accreditation.
• Experience working within public sector or government environments.
• IOSH Managing Safely or equivalent health and safety qualification.
• Knowledge of grounds maintenance and waste management services.
• Security services management experience.
