Contract manager/ Quantity Surveyor 合约主管/造价工程师

l Salary Range: MYR8,000 - MYR10,000 per month (commensurate with experience and qualifications)

l Key Responsibilities岗位职责

1. Tender & Bid Management 投标管理

Independently lead the preparation of commercial bids, including Bill of Quantities (BOQ) take-off, cost analysis, margin planning, and final bid compilation. Identify key assumptions, exclusions, and potential commercial risks during the tendering stage.

独立主导商务标书的编制，包括工程量清单（BOQ）估算、成本分析、利润规划以及最终标书的汇编。在招标阶段识别关键假设、例外情况以及潜在的商务风险。

2. Contract Negotiation & Administration合同谈判与管理

Review and negotiate contract terms (particularly regarding pricing, variations, and payment milestones) with clients or consultants. Manage the commercial lifecycle from pre-tender to contract award, ensuring alignment with company policies and risk management frameworks.

与客户或顾问共同审查并协商合同条款（特别是关于定价、变更和付款里程碑的条款）。管理从投标前到合同授予的工程周期，确保与公司政策和风险管理框架保持一致。

3. Market & Cost Benchmarking 市场与成本基准分析

Continuously monitor local market dynamics(e.g. material costs, labour wages, and subcontractor rates etc.)to ensure competitive yet profitable pricing. Update costing models based on historical data and industry trends.

市场与成本基准分析：持续监控当地市场动态（包括材料成本、劳动力工资和分包商费率等）以确保定价既具有竞争力又具有盈利性。根据历史数据和行业趋势更新成本计算模型。

4. Cross-functional Collaboration 跨职能协作

Work closely with Project, Technical, Legal, and Procurement teams to ensure bid accuracy, completeness, and timely submission. Liaise with external parties including clients, government bodies, and joint-venture partners as required. Assist in handling business disputes, Variation Orders, and payment collection during project execution.

与项目团队、技术团队、法律团队和采购团队紧密合作，确保投标文件的准确性、完整性和及时提交。根据需要，与外部各方（包括客户、政府机构和合资伙伴）保持联络。在项目执行过程中，协助处理业务纠纷、变更单和收款事宜。

5. Compliance & Documentation合规与文档管理

Ensure all bids strictly adhere to client requirements, especially for government tenders (e.g., CIDB, MOF registration compliance). Maintain a well-organised archive of all commercial documentation for audit and reference.合规与文档管理：确保所有投标严格遵守客户要求，尤其是政府招标（例如，CIDB、MOF注册合规）。妥善整理所有商业文档的档案，以供审计和参考。

l 任职要求

1. Education & Expertise教育背景与专业知识

Bachelor's degree or above in Engineering (Civil/M&E), Quantity Surveying, Construction Management, or a related discipline. RQS/PQS certificate or relevant professional qualification certificates in the engineering field are preferred.

本科及以上学历，工程造价、工程管理、土木或建筑工程等相关专业；具备马来西亚注册造价工程师（RQS/PQS）或相关工程领域专业资格证书者优先。

Proven ability to manage the full bidding cycle from interpreting tender documents, quantity take-off, and cost build-up (direct & indirect costs) to final price submission with well-justified profit margins.

具备管理整个投标周期的成熟能力，从解读招标文件、工程量统计、成本构成（直接成本和间接成本）到最终提交价格并附有充分合理的利润率。

2. 行业经验 (Work Experience)

Minimum 5 years of relevant working experience in tendering, quantity surveying, or contract management within the Malaysian construction, municipal, or industrial projects.

具备5年以上马来西亚建筑、市政或工业厂房项目的招投标、造价计量或合同管理经验。

Well-versed in the Malaysian engineering industry ecosystem and local building codes/standards.Proficient in navigating the compliance and approval processes of key local statutory bodies.Capable of effectively liaising and coordinating multi-stakeholder collaborations among local Clients/Developers, Main Contractors (Main Con), and third-party Consultants (Design Institutes)

熟悉马来西亚工程行业生态/建筑规范，熟练掌握 CIDB、MIDA、Suruhanjaya Tenaga (ST) 等本地政府机构及合规审批流程；能有效对接与协调本地业主、总承包商（Main Con）及第三方设计院（Consultants）的多方合作。

Possesses sharp financial and legal risk awareness. Skilled in identifying potential contractual pitfalls within construction agreements, such as unreasonable payment terms and stringent liquidated damages (LD) clauses.

具备敏锐的财务与法律风险意识，能够识别工程合同条款中的潜在陷阱（如不合理的付款账期、过于苛刻的违约金赔偿）。

3. 语言与跨文化沟通能力 (Language & Communication)

须具备流利的英文商务口语与书面写作能力，能够独立向外籍高管、跨国业主进行技术宣讲（Presentation）与商务谈判。

精通华语（Mandarin）和马来语（Bahasa Melayu）是巨大的加分项，以便顺畅对接本地政府部门、传统总包商以及中资出海企业。

4. 工具与技术技能 (Technical Skills & Tools)

软件应用：熟练掌握工程图纸查看软件（如 AutoCAD）、建模算量软件（如Golden广联达）以及项目管理工具。

办公软件：精通 MS Office 系列，尤其是能够制作高质量的成本测算表格（Excel）。
