- Prepare and submit bids for DOT, state, county, municipal, commercial, and private construction projects
- Analyze project plans and specifications to identify scope gaps, potential risks, and cost considerations
- Develop appropriate pricing and bid strategies based on project requirements, market conditions, and competitive factors
- Coordinate with Division Presidents, Branch Managers, Operations teams, vendors, subcontractors, and other stakeholders to gather project-specific information and validate estimating assumptions
- Attend pre-bid meetings and communicate with contractors and project stakeholders to clarify scope, requirements, and expectations
- Evaluate labor, equipment, material, subcontractor, and production requirements to ensure estimates are complete and accurate
- Track submitted bids, maintain accurate estimating records, and follow up with contractors to obtain project status and market feedback
- Monitor labor, material, equipment, and market pricing to ensure estimates remain current and competitive
- Support operating divisions with estimating guidance, pricing information, and bid strategy as needed
- Identify opportunities to improve estimating processes, consistency, accuracy, and efficiency across the organization
- Perform other duties and responsibilities as assigned
Minimum Qualifications
- 3+ years of experience in construction estimating, bidding, or a related construction role
- Experience reading and interpreting construction drawings, plans, specifications, and bid documents
- Experience developing construction cost estimates and preparing competitive bids
- Experience with roadway construction, traffic control, work zone safety, heavy civil, or a related construction environment
- Strong understanding of labor, equipment, materials, subcontractor, and project-related costs
- Demonstrated ability to apply critical thinking when reviewing plans and specifications, identifying scope risks, and developing competitive bid strategies
- Proficiency with Microsoft Office Suite, particularly Excel, and the ability to work comfortably with financial and numerical data
- Strong organizational skills and attention to detail with the ability to manage multiple bids and deadlines
- Strong written and verbal communication skills with the ability to effectively collaborate with internal teams, contractors, vendors, and other stakeholders
- Ability to work independently while effectively partnering with teams across multiple locations and business units
