Position Purpose The Corporate HSSE Manager leads the company’s health, safety, security, environmental and social (HSSE) governance across the full EPC project lifecycle. The role supports Business Development and Engineering during bidding and pre-award, establishes project requirements before contract signing and mobilisation, and provides functional oversight of all awarded projects through construction, commissioning, handover and close-out.
Key Responsibilities
- Corporate HSSE Governance
- Develop, implement and continually improve the company HSSE Management System, policies, standards, procedures and minimum control requirements. • Translate applicable legal, contractual, client, lender and international requirements into practical corporate and project controls. • Maintain corporate HSSE objectives, annual plans, governance calendars, assurance programmes and management-review inputs. • Advise senior management on material HSSE and E&S risks, compliance exposure, resource needs and improvement priorities. • Promote visible leadership, proactive risk ownership, stop-work responsibility and a learning culture across the organisation.
- Business Development, Tendering and Pre-Award
- Review invitations to tender, employer’s requirements, ESIA/ESAP documentation, lender requirements and draft contracts for HSSE and E&S obligations. • Prepare HSSE compliance matrices, tender submissions, project-specific strategies, preliminary plans, organisation charts and competency proposals. • Identify material HSSE, environmental and social risks, qualifications, exclusions, assumptions, schedule implications and cost allowances during bid development. • Support contractor prequalification, client clarifications, tender interviews, site visits, jointventure assessments and management presentations. • Provide Business Development and Estimating with credible HSSE staffing, training, equipment, monitoring, emergency-response and assurance budgets.
- Pre-Contract, Mobilisation and Project Set-Up
- Develop project HSSE obligations registers and ensure commitments are assigned, costed, scheduled and tracked before contract execution and mobilisation. • Lead or assure preparation of project HSSE plans, Construction Environmental and Social Management Plans, legal registers, emergency plans, training matrices and reporting protocols. • Establish risk-management arrangements including HAZID, task risk assessment, permit-to-work, isolation/LOTO, management of change and simultaneous-operations controls. • Define project HSSE organisation, competency criteria, mobilisation priorities, welfare requirements and subcontractor management arrangements. • Confirm project readiness through mobilisation reviews and close identified gaps before high-risk work commences.
- Engineering and Safe-by-Design Support
- Support Engineering in identifying and eliminating hazards through design reviews, constructability studies, HAZID/HAZOP and design-risk registers. • Ensure HSSE, environmental, social, emergency access, maintainability and lifecycle considerations are incorporated into specifications, drawings and procurement packages. • Review critical temporary works, lifting concepts, electrical safety arrangements, marine activities and construction methodologies from an HSSE perspective.
- Project Execution and Operational Control
- Provide functional leadership and assurance to Project HSSE Managers, deputies, engineers, officers and environmental and social specialists. • Monitor implementation of approved plans, legal obligations, client requirements and critical controls through site visits, inspections, audits and performance reviews. • Assure controls for work at height, lifting, excavation, temporary works, confined space, electrical work, energisation, plant and traffic, marine works, hot work, SIMOPS and commissioning. • Verify effective contractor and subcontractor onboarding, competency assessment, induction, supervision, welfare, consultation and disciplinary arrangements. • Intervene, escalate and require recovery action where unsafe conditions, adverse trends, serious non-compliance or inadequate resources are identified.
- Environmental and Social Management
- Oversee compliance with environmental and social impact assessments, action plans, permits, lender commitments and project-specific management plans. • Assure controls covering pollution prevention, waste, water, biodiversity, cultural heritage, community health and safety, security, labour and working conditions. • Monitor stakeholder engagement, worker and community grievance mechanisms, vulnerablegroup considerations and timely close-out of E&S commitments. • Coordinate with clients, lenders, independent consultants, regulators and affected stakeholders on material E&S matters and corrective actions.
- Site Security Governance and Assurance
- Establish the company’s minimum site-security requirements and ensure each project prepares a risk-based Site Security Management Plan proportionate to its location, assets, workforce, interfaces and threat profile. • Define the security operating model and responsibilities: the Project Manager remains accountable for site delivery; the appointed Security Coordinator / Officer reports operationally to the Project Manager and functionally to the Corporate HSSE Manager; and the security subcontractor manages day-to-day guarding operations in accordance with its contract and approved plan. • Support Procurement and project teams in preparing the security subcontract scope, tender evaluation criteria, service levels, staffing schedules, competency requirements, mobilisation checks and performance measures. • Review and approve, or provide functional acceptance of, site security risk and threat assessments, guarding plans, post instructions, escalation protocols, incident-notification arrangements and emergency interfaces. • Oversee controls for perimeter protection, gate management, personnel and vehicle access, identity and visitor passes, patrols, CCTV, lighting, key control, material movements and protection against theft, vandalism, trespass and unauthorised access. • Ensure security subcontractor personnel hold applicable licences and vetting, receive project induction and role-specific training, and comply with fitness-for-work, fatigue, welfare, code-ofconduct and competency requirements. • Require the Security Coordinator / Officer to monitor daily deployment, attendance, post coverage, equipment readiness, occurrence books, access records, incident reports and corrective actions, and to escalate significant concerns promptly. • Monitor the security subcontractor through inspections, audits, drills, KPI reviews and monthly performance meetings; require recovery plans for understaffing, repeated breaches, poor supervision or other service failures. • Ensure security arrangements respect human rights, worker and community relations, grievance mechanisms, privacy, non-discrimination and the principles of necessity and proportionality in any response or use of force. • Coordinate with the Project Manager, client, local authorities, police and emergency services on serious security incidents, credible threats, public disorder, community interface issues and crisisresponse arrangements.
- Incident, Emergency and Crisis Management
- Set corporate requirements for incident notification, classification, investigation, evidence preservation, root-cause analysis and lessons learned. • Lead or oversee investigations of serious incidents, high-potential events and significant environmental or social events; verify corrective actions to closure. • Ensure project emergency-response plans, equipment, communication arrangements, drills and interfaces with external responders are suitable and tested. • Support senior management during emergencies and ensure contractual, statutory, client and lender notifications are accurate and timely.
- Assurance, Audit and Compliance
- Develop a risk-based corporate and project audit programme covering offices, sites, joint ventures, subcontractors and key suppliers. • Conduct or commission compliance audits, management-system audits and focused reviews; issue findings and verify sustainable closure. • Maintain readiness for client, authority, lender and certification audits and coordinate responses to findings and improvement observations. • Provide independent assurance to the Deputy Director and management that project HSSE controls are effective and appropriately resourced.
- Performance, Reporting and Improvement
- Define leading and lagging HSSE and E&S indicators, reporting definitions, data-quality controls and escalation thresholds. • Consolidate and analyse project performance, incidents, observations, audits, training, corrective actions and emerging risks for monthly management reporting. • Prepare accurate reports and presentations for management, clients, lenders and other stakeholders within required timelines. • Benchmark performance, share lessons learned and lead targeted improvement campaigns based on trends and risk exposure.
