Cost Control Engineer

About the role. independently review lifecycle-cost models, FM cost reports and related financial analysis. You will verify that the Lifecycle Cost KRI and the year-on-year cost-reduction target (at least 2% per year) rest on sound data and realistic assumptions.

Key responsibilities

• Review lifecycle-cost models and replacement strategies for critical asset groups; test assumptions on service life, replacement timing and residual value.
• Validate reported maintenance, repair, energy and replacement costs against contracts, invoices, work orders, budgets and asset registers.
• Confirm CapEx and OpEx are classified in line with QFZ policies.
• Track year-on-year cost trends against the 2% reduction target, highlighting any adverse impact on risk, reliability or compliance.
• Prepare normalised datasets (by GFA and asset type) for biennial lifecycle benchmarking with the Hard Service Manager.
• Link cost data with condition, reliability and risk information, working with the Data Analyst.
• Provide cost and lifecycle input to assurance reports, committee packs and future-contract discussions.

Scope of authority

• May challenge reported figures and model assumptions and request supporting evidence.
• May recommend adjustments to models and cost reports where evidence supports a change.
• May not approve budgets, award contracts or commit QFZA to financial obligations.

Qualifications and experience

• Bachelor’s degree in Engineering, Quantity Surveying, Finance or a related subject.
• Experience in lifecycle costing, FM finance or asset management.
• Desirable: MRICS or an equivalent professional qualification.

Knowledge and skills

• Lifecycle-costing methods for buildings and infrastructure.
• Reading financial reports, cost breakdowns and contracts.
• Key FM cost drivers: labour, materials, energy and capital replacement.
• Advanced Excel for cost analysis and scenario testing; familiarity with CAFM financial modules.
• How condition and reliability drive lifecycle cost and risk.

• Analytical and numerate, with strong attention to detail.
• Explains financial concepts simply.
• Challenges unsupported assumptions while staying collaborative; resists pressure to present figures misleadingly.

How success is measured

• Accuracy and completeness of validated lifecycle-cost models.
• Evidence that YoY cost trends are tracked and the 2% reduction is met or clearly explained.
• Timely cost and lifecycle inputs for assurance reports and committee packs.
• Use of the analysis in asset-strategy and contract-change decisions.

Pay: QAR7,000.00 - QAR8,000.00 per month
