What they need

COST CONTROL MANAGER Reports to: Project Commercial Manager / Vice Project Director

Engagement: Temporary contract; 2–4 months (intensive close-out costing period)

Location: Jakarta office with site visits as required

Role Description The project is preparing its final contract amendment / settlement package commercial close-out. This requires a thorough, reconciled compilation of all variation order (VO/CO), claim, and cost figures into a single settlement picture for presentation to the client's senior sponsors. There are a substantial and complex existing CHANGE ORDERS (VO/VOR)/CTR base to work through. At the same time, weekly cost tracking, vendor payment prioritisation, and SSR (Site Service Requests) settlement cost impacts all need active management through to project completion.

Key Responsibilities Area Activities Final settlement / amendment costing Lead or co-lead the costing exercise for the final contract amendment / settlement package - compile, reconcile, and total all CHANGE ORDERS (VOR/VOR), CTR, and commercial claim figures into a coherent settlement picture. Work with the Project Cost team to deliver the cost data on the required timeline and support the sponsor-level presentation. CHANGE ORDERS (VO/VOR)/CTR register management Maintain and update the full CHANGE ORDERS/CTR register; coordinate substantiation collection from relevant functions (site, procurement, subcontractors); assess probability of success for each item with the Commercial team; ensure disputed and contested items are accurately reflected with their current status. Weekly and monthly cost tracking and reporting Produce weekly cost performance reports - actual vs baseline; track cost status for project leadership and client commercial meetings; flag variances early. Cost baseline and budget control Maintain the project cost baseline; track cost movements against approved budget; maintain an accurate and current cost position that the project leadership can rely on for decisions. CHANGE ORDERS?VARIATION ORDERS (VO) substantiation and claim preparation Support preparation of CHANGE ORDERS/VOR/VOR substantiation packages; work with site, procurement, and subcontractors to gather cost evidence; prepare or review claim narratives for submission to the client. SSR and subcontractor cost impact Track the financial impact of open SSR settlements and sub-contractor rate negotiations; ensure SSR cost outcomes and rate agreements are reflected in cost forecasts and the final settlement picture. Vendor payment and cash flow visibility Maintain visibility of outstanding vendor exposure; support management with vendor payment prioritisation scenarios; flag cash flow risks and concentration issues to leadership. Schedule–cost integration Work with the planning team to ensure cost figures align with the current schedule baseline; track cost impact of schedule changes and any extension-of-time-related items; ensure cost and schedule are consistent in all reporting. Client correspondence cost tracking Track cost implications of client contract correspondence and notices - including POB-related commitments and challenges, facility capacity constraints that affect permitted POB levels, and any cost-impact items flagged by the client that require CHANGE ORDERSVO/VOR/CTR treatment. Client / sponsor reporting Prepare cost data and narratives for client commercial meetings and sponsor-level reviews; support the final settlement timeline communication to the client commercial team. Minimum Qualifications

  • Bachelor's degree in accounting, Finance, Engineering Economics, or related field; CPA or equivalent professional qualification preferred
  • Minimum 8–10 years in project cost control / project controls, with experience in EPC, oil & gas, or heavy construction projects
  • Hands-on experience with cost tracking, budgeting, EAC, and CHANGE ORDERS/CTR claim costing - comfortable working with large and complex cost bases
  • Proficiency in Primavera P6 (schedule–cost integration), Microsoft Project, and advanced Excel
  • Experience preparing cost data for client / sponsor presentations and formal commercial submissions
  • Fluent in English and Bahasa Indonesia (written - must be able to draft cost narratives and claim summaries)
  • Able to work in Jakarta with occasional site visits to the project location

Preferred ( Not Essential )

  • Prior experience on major energy infrastructure EPC projects
  • Experience with contract amendment / final settlement costing exercises
  • Familiarity with energy-sector contract structures (EPC, variation order, and claims processes)
  • Experience with schedule–cost linkage and awareness of delay analysis concepts (relevant given independent delay analysis work currently being commissioned on the project)

General Guidance All three roles are temporary contract positions tied to the project close-out period - not permanent hires.

Language: All three roles require fluent English and Bahasa Indonesia, written and verbal.

Site vs office: The Contract Manager and Senior Construction Manager will need to be willing to deploy to the remote project site. The Cost Control Manager will primarily be Jakarta-based with periodic site visits.

Duration framing: These are close-out roles. The engagement end date is tied to project completion and the final settlement process. Estimated 2–6 months depending on the role and the pace of close-out. Please confirm individual availability and contract term preferences with candidates.

Urgency: The Cost Control Manager and Senior Construction Manager roles are time-sensitive - the former because of an active costing deadline for the final settlement submission, the latter because the construction leadership gap is currently open and the client has raised it as an area requiring attention.
