Cost Engineer / Estimator

Responsibilities

1. Review customer inquiries, drawings, datasheets, specifications, scope of work, and tender documents.
2. Prepare material take-off and estimate material requirements.
3. Calculate cost estimates for material, fabrication manhours, welding consumables, NDE/testing, machining, coating/painting, packing, transport, and subcontracted works.
4. Prepare cost breakdown, quotation support data, assumptions, exclusions, and clarification lists.
5. Request and compare quotations from suppliers and subcontractors.
6. Coordinate with Sales, Engineering, Procurement, QA/QC, Workshop, and Project teams.
7. Support technical-commercial clarification during tender and quotation stages.
8. Maintain costing data, supplier price records, and historical project cost references.

Qualifications

1. Diploma or Bachelor’s degree in Engineering or Science (Mechanical Engineering, Material Engineering, Industrial Engineering, Physics, Chemistry, or related fields is preferred)
2. Experience in cost estimation, fabrication, mechanical equipment, project cost, or tender preparation is an advantage.
3. Fresh graduates with strong technical ability may be considered for Junior level.
4. Able to read technical drawings, datasheets, material specifications, and tender documents.
5. Basic understanding of fabrication processes such as cutting, rolling, fit-up, welding, machining, NDE, hydrotest, painting/coating, and packing.
6. Knowledge of pressure vessels, heat exchangers, piping components, steel structures, or static equipment is an advantage.
7. Familiar with kind of metal material such as carbon steel, stainless steel, duplex, nickel alloy, titanium, CrMo, or copper alloy is an advantage.Good spreadsheet skills. Able to adopt and utilize AI tools to improve work efficiency, data handling, document preparation, and technical-commercial analysis.
8. Good command of English is required; Japanese language ability is an advantage.
9. Detail-oriented, systematic, accurate, and able to work under tender deadlines.
10. Able to communicate and coordinate with internal teams and external suppliers.
